Job Summary: About the position: This position is Non-appropriated Fund (NAF) and is located at the 18 FSS Finance Office.

Major Duties:

  • This position resides in the 18th Force Support Squadron under Resource Management and reports directly to the Resource Management Flight Chief. The position ensures sound financial management and resource protection for the 18th Force Support Squadron NAF, supporting mission readiness and quality of life programs. Supervises subordinate supervisors in NAF and APF Budget, IT, Contracting, Slots Gaming, Logistics, Property Management, Vehicle Control, and Accounting offices (AP, Disbursement, Inventory, Payroll, GL, Club Card Processing, Customer Service, and Central Cashier). Manages a mixed workforce of over 70 personnel. Directs and advises managers on policies, procedures, and directives. Oversees personnel actions (e.g., hiring, training, performance management, disciplinary actions), ensuring EEO and diversity objectives are met. Oversees day-to-day financial management, internal controls, and resource protection for a large, high-revenue Services operation. Manages NAF and APF financial operations, including budgeting, contracting, slot accounts, and accounting. Provides professional accounting advice and guidance to activity managers, resolving complex financial issues. Conducts analyses, prepares financial statements, and advises on the financial impact of operating programs. Serves as Acting Resource Management Flight Chief as needed. Ensures effective internal controls are maintained to prevent loss, misuse, or damage of assets. Monitors inventory usage, reviews audits and inspections, and coordinates corrective actions for deficiencies. Oversees the slot machine internal control program. Performs financial statement analysis and recommends appropriate actions. Serves as an alternate authorizing official for procurement and disbursing, with direct procurement authority. Negotiates, administers, and contracts for NAF goods and services. Manages NAF disbursements. Serves as an alternate custodian for NAF monies. Oversees the central cashier, NAF accounting, budget and purchasing operations. Maintains effective communication with staff, managers, superiors, and patrons. Represents the squadron with local officials, installation leadership, and other organizations. Briefs stakeholders on program requirements and financial performance. Qualifying Experience: Requires a minimum of 2 ½ years of specialized experience in Non-Appropriated Fund (NAF) accounting, financial management, and resource protection within a government or military setting, demonstrating in-depth knowledge of NAF accounting principles, procedures, and regulations specific to operating a large, high-revenue Services organization. Must possess proven experience in NAF budgeting, financial planning, and procurement, including expertise in NAF contract management. Must have a strong understanding of internal controls and risk management, along with experience in NAF disbursement and cash management. Must have the ability to supervise and lead a diverse team, coupled with analytical, problem-solving, and communication skills to effectively advise management and communicate financial information. Prior experience within a military Force Support Squadron and relevant certifications such as CPA or CMA are highly preferred, as is familiarity with Department of Defense financial management systems, APF and NAF regulations. Completion of the Installation Flight Commanders Course is highly desirable.
