SUPERVISORY FINANCIAL MANAGEMENT SPECIALIST

Job Summary: The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 87th Force Support Squadron non-appropriated Fund Accounting Office. Assist the Resource Management Flight Chief by performing budgeting, accounting, financial analysis, and oversight for all Force Support Squadron activities, etc. Position will act as an assistant to the Resource Management Chief.

Major Duties:

  • Plans, organizes, and directs the activities of the NAF Accounting Office (AO) ensuring that the NAF AO complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate the NAF Accounting Office activities to meet FSS objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents 87 Force Support Squadron NAF Accounting Office with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with all FSS MWR activities and program managers, private organization leaders, base finance office, mission support group financial manager, AFPC/SV Shared Service Center personnel, DFAS personnel and NAF Council membership to include installation leadership. Responsible for the integrity and propriety of the NAF accounting system to include all financial records, reports, and statements. Oversees general ledger, subsidiary accounts, and manual logs to ensure accuracy of asset, liability, and equity accounts. Prepares reports and performs or oversees other miscellaneous technical tasks in support of the accounting function. Periodically prepares a wide variety of specialized reports.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes serving as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 87th Force Support Squadron non-appropriated Fund Accounting Office (NAFAO). To assist the Resource Management Flight Chief by performing budgeting, accounting, financial analysis, and oversight for all Force Support Squadron activities, including activity management advisory services, contract officer, disbursement of funds, budget oversight for Appropriated (APF) and Non-Appropriated funds (NAF), and resource advisory services. Position will act as an assistant to the Resource Management Chief; in addition to having the knowledge of conventional NAF financial concepts and of commonly used accounting and budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute financial goals in support of the mission, structure, work processes, and programs of the organization. OR EDUCATION: Applicant must have completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of an extensive body of APF and NAF accounting procedures to understand and work with an identifiable segment of an integrated double-entry accounting system. Knowledge of non-appropriated fund accounting methods, procedures, and techniques including knowledge of the NAF automated accounting system used in maintaining and analyzing all classes of accounts in an accounting system encompassing a number of diversified activities. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing and to interact effectively in order to achieve organizational goals and to justify, defend, present, and/or advise on accounting/disbursing processes/actions. Knowledge of automated data processing concepts and systems capabilities to accomplish required tasks related to the accounting files, listings, account codes and document controls related to an automated system and document control systems as well as the relationships between accounts and the effect of debit and credit entries on the system of account requirements for processing transactions in an automated system. Leadership ability, including ability to motivate, train, coach, challenge, and work effectively with diverse subordinates: ability to lead by example and adapt to new changes in instructions and to direct change and make improvements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
