Salary Range: $143913 - $197200 Per Year

Job Summary: You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the In-Service Aircraft Carriers Program Office of PROGRAM EXECUTIVE OFFICE CARRIERS.

Major Duties:

  • You will be responsible for the programming, budgeting, and execution of multiple appropriations across multiple project teams.
  • You will be required to supervise and manage workloads of several government civilian direct reports.
  • You will fulfill supervisory requirements as established by statute.
  • You will be the subject matter expert in Navy ERP execution of multiple appropriations and enforce enterprise policies across the execution analyst team by providing oversight and training.
  • You will support program/project managers in the development of financial execution plans to meet obligation and expenditure benchmarks and fulfill mission requirements and program goals.
  • You will be responsible for reporting financial status to internal and external stakeholders on ad-hoc and regular intervals.
  • You will be responsible for the formulation of budget exhibits for entry in PBIS in each budget cycle. This will require close cooperation with program/project managers.
  • You will have cognizance of your budget controls at all times for prior years, the current POM cycle, and all outyears in the FYDP.
  • You will work with program/project managers to articulate requirements in the annual POM briefs through the submission of issue papers and successfully defend the requirements in budget exhibits to be appropriated funds for execution.
  • You will advise and lead project managers in developing, organizing, analyzing, executing, and monitoring planned requirements.
  • You will be responsible for applying ship/systems acquisition processes, policies, regulations, principles, and practices across all elements of program management.
  • You will develop, recommend, and implement new or revised financial management concepts, methodologies, policies, and strategies in support of organizational programs.
  • You will provide interpretive and analytical advice on financial transactions and program execution.
  • You will develop data regarding the status of funds and the propriety of obligations; and ensure the financial integrity, timeliness, accuracy, and validity of supporting managerial accounting, budget execution, and financial management reports.
  • You will coordinate the development and reporting of cost and performance information in support of the organization’s mission requirements.
  • You will promulgate approved financial management policies within the organization based on DON policy and issue implementing procedures.
  • You will prepare or review responses to external audits (e.g., FMB, GAO) involving financial management policy and procedures.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector leading the financial management analysis of program funds, obligations, budget formulation and execution, or financial reports to ensure compliance with policies and procedures within an organization.
