Job Summary: You will serve as a SUPERVISORY FINANCIAL MANAGEMENT SPECIALIST in the Budget Execution Branch of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14. The position has a control point equivalent to the GS-13, Step 10 level.

Major Duties:

  • You will assist the Comptroller, Budget Officer, and Accounting Officer in developing, coordinating, and maintaining an integrated system of financial services.
  • You will be responsible for analyzing and coordinating funding requirements, overseeing funds execution, ensuring financial resources are effectively allocated to achieve organizational goals, and advising management on funding strategies.
  • You will provide expert guidance and oversight on funding-related processes, including the review and acceptance of appropriations, budget development and execution, budget phasing, and the integration of cost and financial accounting systems.
  • You will continually provide technical assistance both personally and via subordinate professional staff to operating personnel, project managers, and customer activities.
  • You will establish systems and business practices for recording business transactions, analyzing effects, classifying for control purposes, reporting on to management, and interpreting impact on management decisions.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-5 TO GS-11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Tracking, monitoring, and reconciling funding transactions to ensure accuracy and compliance with fiscal controls; 2) Overseeing day-to-day funding execution activities, including reviewing funding actions for timeliness and adherence to established policies and procedures; 3) Leading or supervising funding or financial staff, including assigning work and reviewing completed products for accuracy: and 4) Preparing and maintaining funding status reports and documentation, identifying discrepancies or issues requiring correction or escalation.
