SUPERVISORY FINANCIAL MANAGEMENT ANALYST

Salary Range: $90838 - $118092 Per Year

Job Summary: You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMPLIANCE & TRAVEL DIVISION of MILITARY SEALIFT COMMAND.

Major Duties:

  • You will perform or advise work in any phase or systems of budget administration.
  • You will formulate a budget as well as present and defend budget estimates.
  • You will analyze and recommend costs and benefits of alternative methods of financial management of the organization's programs and administrative operations.
  • You will develop, determine, and interpret budgetary policies and practices.
  • You will implement legal and regulatory controls over approved budgets.
  • You will assign work to subordinates based on the employee's capabilities.
  • You will develop performance standards and evaluate employee performance.
  • You will interview candidates and recommend employees for promotions.
  • You will utilize the Defense Travel System (DTS).
  • You will apply basic supervisory/management principles, practices, procedures, and regulations, in order to supervise, lead, motivate, and counsel employees
  • You will ensure oversight and the implementation of Travel policies and supervision of the Travel Authorization Branch.
  • You will coordinate with MSC N1 Total Force Management and N6 C4 on mandatory usage of DTS by afloat units along with establishing procedures for pursers/masters utilization of DTS
  • You will interpret federal travel regulations, examine new or revised regulations and implement the changes into existing environment.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience analyzing financial data and implementing legal and regulatory controls utilizing Department of Defense Financial Management Regulations (DoD FMR) and the Joint Travel Regulations (JTR). - Experience providing oversight of travel operations and compliance, coordinating proper utilization of DTS, initiating Travel authorizations, and incorporating internal Travel staff procedures to accommodate afloat procedures. - Experience auditing travel vouchers for accuracy, experience utilizing the Travel Debt Process, and utilizing the Joint Travel Regulations. - Experience applying Financial Management, Financial Accountability, Audit Practices/Standards and readiness, Travel management (processing travel authorizations and vouchers) and travel procedures and processing to meet agency goals. - Experience utilizing supervisory/management principles, practices, procedures, and regulations, to supervise, lead, motivate, and counsel employees.
