Major Duties:

  • You will supervise a workforce of technical specialists and administrative civilian personnel.
  • You will develop both long-range and short-range business plans and objectives for accomplishment of the Field Office mission in support of the Navy's Explosives Safety Management Program (ESMP) and mission.
  • You will evaluate the progress of the organization in meeting long and short-range plans and refine objectives on a recurring basis.
  • You will conduct and supervise explosives safety and security program inspections (ashore and afloat), compliance checks, and provide appropriate recommendations for corrective action.
  • You will review facilities drawings of proposed construction plans for shore activities concerning Explosives Safety Quantity Distance limitations, ordnance storage criteria and newly developed weapon locations.
  • You will plan and direct comprehensive Explosives Safety Field Office programs, relative to internal and external policies that govern the DON Explosives Safety Management Program.
  • You will collaborate with the Inspection Program Manager and peers to interpret explosives safety regulations and requirements affecting the overall DON ESMP.
  • You will prepare documentation and finalize reports containing recommendations for all inspections, surveys, and reviews, and communicate results with senior leadership, flag officers, and commanding officers.

Qualifications: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 equivalent), in the Federal service or equivalent experience in the private or public sector managing an explosives and ordnance safety program to recommend procedures to minimize or eliminate safety hazards or threats.
