Job Summary: This position is located in the Environmental Management Services (EMS) at the Jesse Brown VA Medical Center, Chicago, IL, (537) facility. The Incumbent serves as Environmental Care Specialist with a focus on program analysis for EMS. The Incumbent will also develop, coordinate, direct, and supervises hospital housekeeping functions such as environmental sanitation, laundry/linen operations, interior/ exterior pest control contract, waste management, and bed services program.

Major Duties:

  • Duties Include but Not Limited To: Exercises general management and supervisory functions related to the day-to-day operations within assigned areas of responsibilities in the medical center. Directs the activities of assigned supervisory personnel and EMS personnel to provide a safe, clean, and presentable environment. Responsible for planning day-to-day work activities for assigned supervisory personnel, monitoring activities to ensure work is accomplished satisfactorily and ensures adequate supplies are on hand for employees to perform the assigned tasks. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of Housekeeping Aid Supervisors. Develops performance standards and evaluates work performance of subordinates. Gives advice, counsel, or instruction to supervisors. Interviews candidates for positions in the unit and recommends appointment, promotion, or reassignments to such positions. Approves leave and initiates incentive awards, monitors, and analyzes both production efficiency and organizational structure in order to implement and/or recommend process and organizational changes. Plans and directs basic hospital housekeeping programs that are designed to maintain visual and bacteriological cleanliness. Provides the technical and management guidance necessary to achieve the optimum use of the housekeeping services resources. Plans and provides housekeeping services in the following types of program areas in addition to the basic cleaning and sanitation programs: laundry services, linen/uniform management program, and waste recycling management Work Schedule: Thursday-Monday 12:00pm to 8:30pm Compressed/Flexible: Not Authorized Telework: Not Authorized Virtual: This is not a virtual position. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning day-to-day work activities for assigned supervisory personnel; Monitoring activities to ensure work is accomplished satisfactorily; Ensuring adequate supplies are on hand for employees to perform the assigned tasks; Assigns work to subordinates based on priorities; Gives advice, counsel, or instruction to supervisors OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have; Ph.D or equivalent doctoral degree or 3 full years of progressively higher graduate education leading to such a degree OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education equivalent combinations of successfully completed graduate level education AND specialized experience as described above, which may be used to meet total experience requirements. 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Physical Requirements: The Environmental Care Specialist has no physical demands other than those normal for an office function.
