Job Summary: You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the TEST ENGINEERING AND PLANNING DIVISION, ENGINEERING AND PLANNING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD. ***TEMPORARY PROMOTION NOT TO EXCEED 1 YEAR AND MAY BECOME PERMANENT WITHOUT FURTHER COMPETITION***

Major Duties:

  • You will attain and maintain formal qualifications of Chief Test Engineer via completion of a qualification process and designation as CTE Non-Nuclear by the Division Head.
  • You will be responsible for the management, planning and execution of the overall test program for a specific submarine.
  • You will perform advance technical planning functions to prepare the Shipyard for the capability of complete overhaul, refueling and repair of nuclear power submarines.
  • You will monitor shipboard testing in progress and take action to assure that testing is conducted in accordance with approved technical and safety requirements.
  • You will review work products submitted by subordinates for achievement of assignment objectives and adherence to controlling policies.
  • You will provide guidance to personnel under your supervision.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with various technical manuals, directives, and reports pertaining to all non-nuclear processes associated with maintenance, overhaul, modification, and testing of nuclear and non-nuclear submarines and surface ships; Experience with shipboard systems, work control requirements, system testing, shipboard safety, SUBSAFE re-entry control and tag outs to ensure technical and safety considerations are adequate; Experience with overhaul technology and engineering concepts, the effective utilization of manpower for the ship overhaul process, and coordinating nuclear, combat and Hull, Mechanical and Electrical (HM&E) system interfaces for work and testing; Experience with naval shipyard organization, shipyard processes, and the ability to resolve various types of highly complex and project strategic problems.
