The primary purpose of this position is to serve as a management team member, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Child Development facility, Military and Family Services Flight, 502 Force Support Squadron.
Major Duties:
Qualifications: Series 1701 requires a positive education and is considered a Professional Series, position/employee is required to possess minimum education to qualify for the series (BA/BS) or higher in Early Childhood Education or other closely related subject area; OR Combination of education and experience, courses equivalent to a major in education/subject matter field appropriate plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful of the 4-year course of study Combination of education and experience may substitute the degree in education--courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study ------------------------------------------------------------------------------------------------------------------------------------------------------ In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 1701 Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience include knowledge of early childhood education, as well as practical knowledge of elementary education/youth development, or related field to promote and foster effective working relationships with children. Knowledge of safety and security regulations, practices, and procedures. Knowledge of concepts and theories of developing curricula, which covers physical, emotional, social, and cognitive development of children with particular knowledge of Child Development Credential (CDA) and DoD Child Care PACT Modules. OR EDUCATION: Applicants have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; Or they have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have less than the full amount of specialized experience described in the job opportunity announcement; however, they have completed some graduated-level education as described in the job opportunity announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of early childhood education, as well as practical knowledge of elementary education/youth development, or related field to promote and foster effective working relationships with children Knowledge of safety and security regulations, practices, and procedures Knowledge of concepts and theories of developing curricula, which covers physical, emotional, social, and cognitive development of children with particular knowledge of Child Development Credential (CDA) and DoD Child Care PACT Modules Ability to plan, organize, and direct the functions and staff of a medium to large sized organization Ability to communicate effectively, both orally and in writing, and promote and foster effective working relationships Ability to develop creative and innovative activity plans and special programs as necessary to support all children's educational programs/activities PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
