Job Summary: The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. This position is with the U.S. Department of Labor, Bureau of Labor Statistics, Economic Analysis and Information (EA&I) Division of a BLS regional office.

Major Duties:

  • Duties include but not limited to: Serves as the senior economist on the immediate staff of the Regional Commissioner and provides consultative services to the Regional Commissioner and Regional Management on a variety of sub-national BLS data products. Plans, directs, supervises, and monitors preparation of major regional BLS publications suitable for the mass media such as a press releases and analysis of economic data in the region. Prominent among these BLS programs are the Consumer Price Index and Employment/Unemployment, Wages and Safety and Health. Provides consultative services and information to representatives of the media. Develops an overall plan for economic analysis in the region, centering around regional data and the EA&I key activities, which includes publications, outreach, program support, and staff development. Supervises and evaluates subordinate staff in the Division. Determines priorities of work and makes appropriate assignments. Provides technical guidance to and reviews the work of subordinate staff. Determines individual training needs and direct on-the-job training activities, including those relating to the conduct of informal conferences in the field. Interviews candidates for positions within the Division and make selections. Prepares and implements performance plans and rates subordinate staff. Prepares reports on regional labor market conditions. Provides analyses and prepares materials for top BLS officials and prepares background studies and papers on a variety of BLS programs and/or economic issues and events that may have an impact on the needs and uses of the Bureau's data. Develops and delivers presentations to education, labor, business, industry organizations, research groups, and other groups on Bureau programs explaining the uses and limitations of the data. Determines Bureau representation and organizes and staffs exhibits which display the Bureau's programs at conventions and conferences. Develops and maintains important external relationships with officials of state and local governments, business, industry, private research agencies, academia, professional groups, the media, by providing a regional, as well as national economic perspective on Bureau programs. Maintenance of these relationships has been deemed critical to the effectiveness of the BLS data collection activities, as well as the enhancement of Federal-State cooperative programs. As a member of the executive staff, meets regularly with the Regional Commissioner and Assistant Regional Commissioners to provide technical advice and briefings on regional economic issues and developments.

Qualifications: This is an interdisciplinary position and may be filled either as an Economist or Statistician (Economics). BASIC REQUIREMENTS: Economist, GS-0110: A) Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus. OR B) A combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Statistician (Economics), GS-1530: A) Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B) A combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. In addition to meeting the Basic Requirements above, applicants must also meet the minimum qualifications to be considered. For GS-13: Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level and includes professional experience with economic or statistical theory, principles, and research methods. Qualifying specialized experience includes ALL of the following: Coordinating and monitoring projects and providing input and guidance to achieve program development, business process improvement, production activities, and research; AND Planning work, setting and adjusting priorities, and preparing schedules for completion of assignment with tight deadlines; AND Communicating with internal and external governmental and private organization officials at all levels on technical economic and statistical information.
