Job Summary: This position is located in the Digitization Support Services Section, Collections Digitization Division, Digital Services Directorate, Discovery and Preservation Services. The position description number for this position is 169139. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flexitime work schedule. This is a supervisory, non-bargaining unit position.

Major Duties:

  • Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. The position serves as the Supervisory Coordinator for Digital Projects located in the Digitization Services Section, Digital Collections Management and Services Division, Digital Services Directorate, Library Services within the Library Collection Services Group at the Library of Congress and reports to the Manager, Digitization Services. The incumbent supervises a core group of digital conversion specialists and technicians, and further coordinates through and at the direction of the Manager, Digitization Services, and the work of digital conversion specialists assigned to divisions in Library Services. The incumbent facilitates the management of digital library services and their integration with traditional library services through library or Directorate programs and special projects, involving the digitization and presentation of Library collections, as well as the service of and access to the Library's digital media holdings, which span multimedia forms of expression, including text, graphic, photographic, moving image, cartographic, sound/audio, and mixed media, including web content The incumbent liaises with library, IT and digital media experts, to coordinate, manage or direct new projects or program components that include internal communication strategies, centralized archival facilities, new digital content policies, metadata and standards for content development, as well as new models for information access and delivery to ensure broad access to digital materials in a collaborative Internet-based environment. Assesses program effectiveness or the improvement of complex digital conversion and management processes and systems encompassing difficult and diverse functions or Issues that affect critical aspects of the major programs of The Library of Congress. As an expert on long-range planning, recommends and participates in developing strategies for implementing planning for major digital conversion projects and programs. Recommends short- and long-range goals of the organization, develops detailed plans for implementing them, and oversees implementation of the goals in subordinate organizations. Evaluates current and proposed programs and operations and recommends action to initiate, modify, or discontinue projects as appropriate. Determines if adjustments or changes in objectives or emphasis are needed in organization functions. Recommends organizational or process changes to ensure maximum mission effectiveness in furtherance of the Library's strategic goals. Provides expert analysis and advice and develops solutions to solve issues and problems associated with agency-wide IT programs. Researches new developments in library and information technologies, particularly as they apply to the electronic dissemination of information. Based on digital library trends, operations, and changing program requirements, identifies relevant issues to management. Collects, analyzes and evaluates relevant digital reference stakeholder, technical and programmatic information from varied sources inside and outside the Library and makes authoritative recommendations to management. Directs studies and testing of digital library best practices and standards. Explores new sources of electronic delivery and coordinates technologies to meet user needs. Researches hardware and software to meet existing and anticipated needs. Develops cost estimates and makes recommendations for purchases of specialized hardware and associated software. Reviews past work histories and known future requirements and determines future resource requirements of the organization, estimating short- and long-range personnel, budgetary, space, and equipment needs. Recommends staffing patterns based on workloads and fiscal limitations. Predicts organization demands and recommends reallocation or augmentation of existing resources. Determines the need for written policies and procedures. Conducts comprehensive evaluations of ongoing functions to ensure that the organization meets its stated goals and identifies areas where operational efficiency can be enhanced. Reviews productivity in all areas, monitors problem areas, and oversees implementation of solutions that will eliminate them. Recommends actions necessary to maintain or improve the quality and quantity of operational services that involve the introduction or refinement of automation, reorganization of operating sections and units, reassignment of personnel, development of proposals to increase the organization's resources, or other actions.
