Job Summary: The Office of the Chief Information Officer (OCIO) serves as the IT hub of the U.S. Department of Labor. We develop, maintain and protect IT solutions and data across our 27 agencies to enable mission outcomes through technology and service. OCIO continually enhances federal IT and digital capability with a focus on cybersecurity and customer experience to serve America's wage earners, job seekers and retirees.

Major Duties:

  • This supervisory position oversees the procurement and implementation of intricate contracting solutions, builds and maintains relationships with industry vendors, and supports the acquisition of new and emerging technologies. The selectee provides senior-level guidance on procurement activities and leads key acquisition efforts that help the organization meet its mission and deliver effective technology solutions. The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Washington DC; Atlanta, GA; Boston, MA; Dallas, TX; Philadelphia, PA. For specific locations, please see: DOL offices. Advertised salary reflects the minimum and maximum pay for the above locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location. Major duties include but are not limited to: Provide management support for the IT acquisitions program including the development of acquisition standards and processes. Manage the daily operations of a team dedicated to acquisition of managing and closing out contracts for an organization. Delegate and approve subordinates' work. Counsel employees and selects candidates for vacancies. Provide advice and assistance concerning IT contracts, hardware and software purchases, maintenance agreements and labor hour vehicles. Develop budgets for supplies including equipment, maintenance, personnel, facilities, in-service training, travel, and service contracts. Provide oversight and approval of acquisition plans to support procurements. Provide input to acquisition plans including the facilitation of requirement identification, integration and documentation. Provide timely, policy-grounded explanations to program offices, CORs, and acquisition staff. Oversee team responses to escalated questions.

Qualifications: You must meet the Specialized Experience to qualify for Supervisory Contracts Program Support Specialist, as described below. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must meet ALL statements of specialized experience described below: Experience applying federal contracting policies and departmental procedures to develop, oversee, and evaluate IT acquisition actions. Experience representing the organization during meetings, negotiations, and strategic planning sessions. Experience overseeing the full life cycle of federal acquisitions-from initial requirements development and procurement package creation through task order preparation, contract administration, modifications, and close-out-across a diverse portfolio of contracts.
