Job Summary: You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Contracting Division of NAVAL FAC ENGINEERING CMD FAR EAST. ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.

Major Duties:

  • You will support design, construction, utilities, alteration, maintenance, facility support services, information technology, and environmental engineering for supported commands and activities in the far east area of responsibility.
  • You will perform both pre award and post award contracting functions relating to the planning, development, advertisement, award, and administration of contracts.
  • You will make decisions or recommendations on the interpretation and content of federal regulations and agency policies concerning development and management of complex procurements.
  • You will establish and oversee standard corporate business processes and practices for CONs area of responsibility, developing and implementing process improvement and innovative acquisition techniques, and perform general contract support.
  • You will serve as Contracting Officer, Source Selection Authority, or Source Selection Advisory Council Chairperson and primary contracting advisor to senior level customer personnel and Command/Business Line representatives.

Qualifications: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and establishing contractual strategy of the acquisition program. Management of community contract specialists, allocation of budgetary resources, and crafting policy for a command on a variety of acquisition issues. As a contracting officer applying contracting principles both pre award and post award contracting functions relating to planning, developing, advertising, awarding, and administrating contracts.
