Job Summary: Serve as the Branch Chief with responsibility to administer and direct the effective and streamlined execution of technical contract and other acquisition operations required for quality customer support. As a supervisory contract specialist, the incumbent is responsible for pre and post-award acquisition management using a variety of acquisition vehicles such as contracts, grants, cooperative agreements, and inter-agency agreements.

Incumbents typical work assignments may include the following: 1. Develop plans for achieving Defense Procurement and Acquisition Policy, DA&M, WHS and AD established goals and objectives; evaluates Services Branch performance for the accomplishment of these goals. 2. Plan and direct the overall operations of the Branch, ensuring that acquisition and procurement services comply with legal and regulatory requirements and meet customer needs. 3. Represent Acquisition Director, deputy Director and/or the Division Director at meetings and conferences. 4. Oversees the adequacy of the contracts awarded to ensure the highest quality of contracting. 5. Provide guidance to subordinates when complex actions are anticipated such as: multi-year contracts for complex procurements.

Qualifications: In order to qualify for this position, you must meet the requirements described below. Basic Requirement for 1102 SERIES: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the above Basic Requirements, you must meet the following experience. You may qualify at the NH-IV (GS 14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level or equivalent pay band (NH 03) in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in 1. Overseeing acquisition and procurement services to ensure compliance with legal and regulatory requirements; 2. Executing technical contracts and acquisition operations; and 3. Advising on a broad range of acquisition activities such as specialized equipment, supplies, and services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
