Job Summary: This position will be assigned to the Air Force Service Center at Port San Antonio, TX. This is a regular full-time category position with guaranteed 40 hrs. per week. Employees appointed to a regular category position are eligible for benefits.

Major Duties:

  • Serves as Supervisory Contract Specialist, Branch Chief, with an Unlimited Contracting Officer's Warrant for the Air Force Nonappropriated Fund Purchasing Office (AFNAFPO). Responsible for leading, planning, organizing, directing, and coordinating the activities of subordinates ensuring the organization's goals and objectives are achieved. Responsible for the development of contracting and sourcing strategies; the solicitation, evaluation, negotiation, and award of contracts. Oversees and performs analysis and evaluation of cost or price proposals and the administration of contracts ensuring compliance. Develops and provides business solutions to day-to-day contractual challenges. Communicates with industry and all levels of command in the form of briefings, written correspondences, and personal contact. Manages the resolution of conflicts impacting requirements, schedules, funding, critical issues related to policy application presents the rationale or position on specific problems. Serves as a business advisor to contracting officials, program officials, commanders, and other senior personnel on a wide range of contractual issues. Provides advice on legislation and policy and recommends and/or leads change in the procurement process. Performs oversight of and/or audit of contract files, compiles lessons learned, ensures consistent policy application, and provides continuous improvement or critical processes. Exercises superior judgment in pre-solicitation, solicitation, award, and post award contract actions. Participates in meetings with key customers (Program Management Reviews), suppliers, and coordinating officials to assess customer satisfactions, explain contracting policy and procedures, and resolve problems that arise and to formulate, implement, monitor and improve contracting strategies. Leads contract specialists who acquire and provide contract management administration for complex multi-year contracts for equipment, supplies, and services. Provides technical advice, coaching and guidance to contract specialists to promote development of skills and abilities. Identifies requirements and initiates requests for additional resources to ensure success in meeting goals and objectives. Provides authoritative advice and guidance, develops performance objectives, effectively manages employee concerns, and supports the Agency's EEO, security, Health and safety programs. Qualifying Experience: Leadership experience as a warranted contracting officer achieving program results for organizations ensuring mission and objectives are met or progressively responsible experience which demonstrates performance at the Branch Chief level. Experience with Commercial and Federal contracting, and of laws, regulations and policies. Experience with commercial/industrial practices, competitive sourcing, performance-based procedures, and market conditions applicable to requirements. Experience with cost/price analysis techniques and/or post award procurement actions. Experience with various types of contracts, methods of contracting and source selection factors to plan appropriate strategies to contract complex requirements and conduct pre-award and post-award negotiations. Experience leading, planning, organizing, directing, mentoring, and managing staff and work operations. Experience challenging, managing, controlling, and evaluating contract methods, practices, and processes. Experience with agency Employee Equal Opportunity, Security, Health, and Safety programs. Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Experience fostering collaboration and building a climate of trust within an organization. Bachelors Degree with 24 semester hours in Business Management. Experience with Non-Appropriated Funds contracting. Have a CPCM, DAWIA II/III in contracting, or other applicable professional certification and experience in the contracting field. Experience with effectively resolving disciplinary actions & coordinating with Human Resources. Been a Lead Contract Specialist for a complex Request for Proposal. Held an unlimited Contracting Officer's warrant. Have any Federal contracting experience as a Senior Or Lead Contract Specialist.
