Job Summary: This position is located in the Construction Branch, Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration (FHWA), in Sevierville, TN. Serves as the Division Materials Engineer, supervising a materials staff and acting as a technical specialist in soils, aggregates, concrete, asphalt concrete, and quality assurance. The role also provides specialized expertise in training, research, and experimental or demonstration projects related to materials engineering.

Major Duties:

  • Serving as the Division Materials Engineer, you will: Manage the division-wide materials program, including planning, policy development, and oversight of materials engineering and quality assurance activities. Supervise materials staff and support branch operations, providing daily oversight, mentoring, training, and contributing to business planning and management. Serve as technical expert on construction materials, overseeing testing and evaluation of soils, aggregates, concrete, asphalt, and pavement systems. Lead the quality assurance program, including specifications, independent assurance, technician certification, laboratory accreditation, inspections, and training. Ensure material quality and compliance, through review of test data and mix designs, laboratory oversight, coordination with partners, and resolution of construction material issues. The ideal candidate for this position is a mid- to senior-level engineer with experience managing materials engineering and quality assurance programs for highway construction projects. They possess strong expertise in soils, aggregates, asphalt, and concrete; experience overseeing laboratory operations and ensuring standards compliance; and the ability to supervise staff, coordinate with stakeholders, and resolve complex materials issues.

Qualifications: To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12 it must include: Experience managing materials engineering and quality assurance programs for highway construction projects, including oversight of testing and evaluation of soils, aggregates, asphalt, and concrete; AND Experience supervising or leading staff performing materials testing, inspection, or laboratory activities, including providing technical guidance, training, and quality oversight; AND Experience ensuring compliance with industry standards (e.g., AASHTO, ASTM) by reviewing test data, approving mix designs, conducting laboratory or field evaluations, and coordinating with project stakeholders to resolve materials-related issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Civil Engineering - Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems. Materials Engineering - Knowledge of the concepts, principles, theories, and methods related to the composition, structures, and properties of materials, their use, behavior and performance under environmental influences, and the identification, processing, and manufacture of optimal materials for various applications. Oral Communication - Expresses information (for example, ideas, or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
