Job Summary: The FRTIB is looking for a highly qualified and motivated individual to serve as a Supervisory Benefits Specialist (Division Chief) Supervisory Benefits Specialist (Division Chief). This Job Opportunity Announcement (JOA) may be used to fill other Supervisory Benefits Specialist (Division Chief), GS-0301-15 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Major Duties:

  • The major duties of the position are: Responsible to manage four quality assurance branches related to Participant and Beneficiary Services, Customer Service, Transaction and Mail Operation. Independently manages four oversight branches and programs responsible for ensuring that oversight levels and methodologies align with the Quality Assurance Surveillance Plan and are fully coordinated with the Contracting Officer's Representative and the Program Manager. Develops and implements strategies and proposals to identify and address current issues related to Thrift Savings Plan contractor oversight, including the various issues that are involved in administering program operations and policies. Develops and establishes position descriptions, work plans and performance standards, and evaluates staff.

Qualifications: To qualify for this position, applicants must meet the Specialized Experience as described below. Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-14) in the federal government. Specialized experience is defined as: Setting priorities and advising employees to ensure effective workforce performance and accomplishment of program oversight objectives. Developing and maintaining ongoing liaison with contractors and the Agency to monitor performance and ensure contractual requirements are satisfied. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
