Job Summary: This position serves as an EOSH Support Operations Group (ESOG) Manager and reports directly to the Technical Operations, Technical Services Organization Manager. Incumbent directs the operations of multiple technical teams within the Technical Operations, Technical Services Organization.

Major Duties:

  • Directs the work of subordinate managers and/or employees for more than one organizational unit/project/program within a major subdivision. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOS/SA. Managerial duties typically affect employees and managers in more than one organizational unit/program and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Incumbent has authority for administrative and technical direction of the assigned workforce consisting of managers and specialists who provide in-depth technical expertise to managers and specialists, evaluate and optimize the performance of facilities and services in the NAS and analyze alternate course of action in the management and improvement of NAS systems. Organizational span on control impacts a large segment of the flying public, the aviation industry and business commerce. Defines, acquires, and allocates budget, staff and other resources necessary to accomplish the goals and/or objectives of the major subdivision. Participates in the planning and execution of organizational goals utilizing strategic planning and sound management principles in order to accomplish mission objectives. Contacts are primarily within the organizational unit, major subdivision and the LOB/SA with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. May have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other program purposes. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Ensures the alignment of programs with the tactical (short-term) objectives of the major subdivision. Individual and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures. Work typically impacts directly on program objectives for more than one organizational unit and for the major subdivision.

Qualifications: Candidates must have One Year (52 weeks) of specialized experience equivalent to the next lower level (FV-J, FG/GS-14) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization Specialized experience may include but is not limited to: Technical experience gained in positions within organizations that are responsible for design, development, operations, maintenance performance and evaluation of the NAS. This experience may be acquired through functions such as the acquisition and development of NAS program and systems; the operations and maintenance functions in field facilities and the evaluation and performance functions in District Offices, regional offices and/or headquarters.
