Job Summary: This position serves as an Environmental Occupational Safety and Health (EOSH) Program Support Center Manager within Technical Operations.

Major Duties:

  • Position reports directly to the Technical Operations, Technical Services Organization, EOSH Support Operations Group (ESOG) Manager and directs the work of subordinate employees at the organizational level. Provides first level technical and administrative direction to the assigned workforce which may consist of Safety and Environmental Compliance Managers (SECMs), Inspectors, Program Managers, and contract employees. These employees provide in-depth Environmental Occupational Safety and Health (EOSH) expertise to FAA personnel, and manage, evaluate, execute, and inspect the FAA's EOSH programs. Work includes routine project/team tasks based on established policies, procedures, and guidelines. Managerial duties affect employees in one organizational unit, and include setting priorities, assigning tasks, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave and taking or recommending corrective/disciplinary action as appropriate. Applies a comprehensive knowledge of the work directed, a detailed knowledge of budget, human resource, and other administrative policies and procedures, and a detailed understanding of the objectives of the organization. Applies a comprehensive knowledge of the NAS and Quality Control functions as they relate to EOSH and inspection of facilities and regulatory compliance. Oversees the compliance with FAA policies and procedures relating to EOSH programs. Serves as the central point of reference for interpretation of FAA and Federal regulatory EOSH requirements. Review and analyzes EOSH reports and data to provide findings and identify trends for collaboration and resolution through program development with Technical Operations Management. Serves as Government Technical Interpreter (GTI). Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. Resolves routine problems independently, but consults with higher-level management when existing guidelines are not available or applicable to complex problems. Individual and organizational performance is typically reviewed periodically by higher level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives. Work activities typically impact directly on the objectives of the organizational unit. In some areas, the work may affect the organizational unit's internal and external customers.

Qualifications: Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 grade level. Specialized experience: includes demonstrating experience providing technical and administrative direction to a diverse workforce. Demonstrating experience handling routine projects and team tasks in accordance with established FAA policies, procedures, and guidelines. Experience in analyzing and optimizing System Support Center (SSC) and/or National Airspace System (NAS) facilities and services.
