Salary Range: $130137 - $201644 Per Year

Job Summary: As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The incumbent will serve as a Supervisory Aviation Safety Inspector within the Flight Procedures and Airspace Branch AFS-420.

Major Duties:

  • Responsible for aviation safety activities in a complex and dynamic air carrier and/or general aviation environment that includes experience in one or more of the following specialties: Operations, Avionics, Maintenance, Cabin Safety and Dispatch. Applies advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk. Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to subordinates. Ensures effective managerial work and work quality across all organizations, while maintaining team and individual wellbeing. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and setting front line office goals and objectives. Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers, and are clear about roles and responsibilities for decision-making. Confirms active collaboration occurs beyond the organization and that solutions fully consider and represent all relevant perspectives/interests. Models creative thinking and innovation. Delegates work and empowers subordinates to decentralize decision-making. Confirms subordinates take on expected work and produce intended results with minimal intervention. Ensures subordinates communicate progress and barriers, and coordinate decisions across organizational boundaries as appropriate. Applies advanced knowledge of budget, human resource management, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Makes effective resourcing decisions across several work teams; making certain they deliver expected output within required time frame and budget. Adjusts resourcing plans as needed to meet changing work conditions. Holds others accountable to make good business decisions in meeting the needs of Flight Standards (FS). Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational team. Manages budget and reallocates resources among organizational projects/programs, or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Is accountable of all assigned office equipment. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Holds subordinates accountable for maintaining mutually productive partnerships with stakeholders as demonstrated by productive conflict and effective action taking to address issues impeding effectiveness. Meets with stakeholders regularly to identify potential impediments to team and organizational effectiveness. Set and maintain expectations for integrating stakeholder feedback into services provided. Demonstrates leadership and commitment to the FAA model EEO program. Qualifications: Specialties: This position may be filled by the following Aviation Safety Inspector specialties: Air Carrier Operations and General Aviation Operations General Requirements for All 1825-Series Positions: Not more than two separate incidents involving Federal Aviation Regulations violations in the last 5 years; Valid State driver's license; Fluency in the English language; No chemical dependencies or drug abuse that could interfere with job performance; and High school diploma or equivalent. Medical Requirements for All 1825-Series Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation and must meet all of the following requirements: Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted); Have the ability to hear the conversational voice (hearing aid permitted); and Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft. In addition, applicants for positions that require participation in the operation of the aircraft must: Possess a valid second – class medical certificate in accordance with FAA regulations; and Pass recurrent medical examinations as prescribed by the FAA. Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to: Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position. Specialized Experience, Training, And Certification Requirements: When the predominant work involves air carrier operations, applicants for Aviation Safety Inspector (Operations) positions must meet all of the following requirements: At least 1 year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight; Not more than 2 flying accidents during the last 5 years in which the applicant's pilot error was involved; Professional flying skill as demonstrated in a simulator check to Airline Transport Pilot Standard; Minimum 100 flight hours during the last 3 years; Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating; Possession of a valid second-class FAA medical certificate; and Minimum 1,500 total flight hours. When the predominant work involves general aviation operations, applicants for Aviation Safety Inspector (Operations) positions must meet all of the following requirements. Valid, unexpired Flight Instructor Certificate with single and multi-engine airplane and instrument airplane ratings. Must have given a minimum of 200 hours of flight instruction in an aircraft. Professional flying skill as demonstrated in a flight check to Commercial Pilot Certificate with an instrument rating; Possession of Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating. Minimum of 100 flight hours within the last 3 years. Minimum of 1,500 total flight hours. Possession of single and multi-engine land airplane ratings. Not more than 2 flying accidents in the last 5 years in which the applicant's pilot error was involved. Possession of a valid second-class FAA medical certificate. In addition to meeting the minimum eligibility requirements stated above, you must demonstrate in your application that you possess at least one (1) year (52 weeks) of specialized experience equivalent to at least the next lower grade level (FV-J, FG/GS-14) in the Federal service. Specialized experience is experience in the normal line of progression which is in or directly related to this position and that has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience includes: Experience monitoring and evaluating programs for compliance with regulations and standards; experience performing investigations and recommending solutions; experience developing policies, standards, programs, and procedures for an organization; experience leading groups and teams to address safety and general aviation issues. Recency of specialized experience requirements is waived for current and former FAA employees in the 1825 series (this covers internal placement actions including promotions, reassignments, voluntary changes to lower grades, transfers or reinstatements to same or lower grade that currently or previously held).
