Major Duties:

  • This Job Announcement is for the position of Division Chief, International and Operational Law, in the Defense Logistics Agency, Office of General Counsel, Headquarters, located at Fort Belvoir VA. As the Division Chief for the International and Operational Law Division, you will be responsible for the following duties: Supervise a team of onsite and international attorneys, military officers, and paralegals with responsibilities as the primary legal advisors in International and Operational law, which includes military misconduct and support to military operations and exercises. Serve as the primary legal advisor to DLA Logistics Operations (J3), who is responsible for the end-to-end supply chain management of DLA supply chains, providing logistics and materiel process management policy, guidance, and oversight while also conducting continuous assessments of supply chain performance. Serve as the primary legal advisor to DLA Joint Reserve Force (J9), who provide DLA with trained and deployment ready reservists for contingency operations and mission support to deliver responsive and flexible logistics capability and capacity. Manage the reserve legal support provided to the DLA Office of General Counsel. Oversee and supervise the DLA Regional Command counsel offices at DLA-Europe /Africa (Kaiserslautern, Germany) and DLA- Pacific (Pearl Harbor, Hawaii) whose clients are the single Points of Contact for the DLA Director to the Geographical Combatant Commanders (COCOMs) for EUCOM, AFRICOM, PACOM, CENTCOM and SOUTHCOM. Work closely with the Major Subordinate Command Chief Counsel offices and other Headquarters Divisions on all matters within the International and Operational Law Division that intersect with their areas of responsibility. Consult with General Counsel or Deputy General Counsel on matters of major importance and keep them and members of the DLA Legal Enterprise leadership and Executive Management Team informed of significant operational developments and attendant legal issues. Provides back-up support to other practice areas within the Headquarters as needed. Other duties as assigned.

Qualifications: To qualify for a Supervisory Attorney-Adviser (General), your resume and supporting documentation must support: 1) The first professional law degree (LLB. or J.D.); 2) Proof that you are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Annual bar certification cards issued from your state of licensure are not considered acceptable. Proof is a "certificate of good standing" issued by your state of licensure dated within 6 months of the closing date of this announcement or a screenshot of your bar status taken from your state of licensure website that is dated within 6 months of the closing date of this announcement or sworn statement to that effect. In addition to 1 and 2 (listed above), GS-15 grade level has the following qualification requirements: To Qualify at the GS-15 Level: You must possess professional legal experience in excess of 3 years commensurate with the duties and responsibilities of the position. In accordance with DoDI 1442.2 (Personnel Actions Involving Civilian Attorneys), promotion for this position is based on the individual's time, performance, and mastery of skills at the required grade level and only with approval of the designated official (DLA General Counsel) in accordance with the applicable regulation. PRINCIPAL SELECTION FACTORS: The following factors will be used to evaluate the suitability of candidates for this position: Experience as an attorney (military or civilian) advising the federal government on international and operational law matters, military misconduct, and military operations and/or exercises, is required for this position. Specific experience providing legal advice to a Logistics organization is highly preferred. At least one year of relevant experience at the next lower federal grade is mandatory. Demonstrated expert knowledge in international and operational law is required. Specific experience advising a Defense Agency, supporting Command, or a similar government organization is highly preferred Experience advising senior military leaders and members of the Senior Executive Service is required. Excellent analytical ability, including issue identification, legal research, analysis of options, risk analysis, and creative problem solving. Excellent communication skills (oral and written). Excellent legal and business judgment. Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues. Leadership ability and experience. Security Clearance: This position is designated Special Sensitive If selected, you must obtain and maintain a SCI/Top Secret security clearance. If you are unable to obtain this level of security clearance (as a result of undisclosed or disclosed background issues), within a reasonable period of time (as defined by the agency), the employment offer may be withdrawn. In addition, incumbent is subject to periodic re-investigation to maintain security eligibility in accordance with DoD 5200.2-R.
