Job Summary: This position is located in the Airspace Rules & Regulations Team (AJV-P21), under the Rules and Regulations Group (AJV-P2), within the Policy Directorate (AJV-P), in Mission Support Services (AJV-0). The Rules and Regulations Group is responsible for providing direction and guidance concerning airspace actions, environmental issues, and UAS, as well as for developing rules and policies within the National Airspace System (NAS).

Major Duties:

  • He/she serves as Team Manager for the Airspace Rules & Regulations Team and reports to the Rules & Regulations Group Manager on all aspects of program responsibilities. The Team Manager provides oversight for Agency rulemaking projects, general airspace actions and proposals, airspace boundary certifications, Title 14 CFR part 71 rules, Class B and C airspace, ATS routes, Title 14 CFR part 73 rules (prohibited and restricted areas), non-rulemaking airspace actions (military operations areas, warning areas, alert areas, and national security areas), Temporary Flight Restrictions, Department of State and Department of Defense proposed civil and military airspace actions. Directs the work of subordinate employees for more than one organizational unit/project/program within a major subdivision. The Team Manager provides direction to staff on proposed and final rules for 14 CFR parts 65, 71, 73, 77, 91, 93, 99, 101, 103, 105, and 189 airspace actions for publication in the Federal Register, processes non-rulemaking Special Use Airspace (SUA) proposals and prepares National Flight Data Digest (NFDD) inputs for approved non-rulemaking SUA proposals. Applies an advanced knowledge of the technical aspect of the work directed as it relates to the movement of air traffic within the National Airspace System (NAS). He/she applies an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. He/she resolves all but unique problems without intervention from higher-level manager. He/she exercises the full range of supervisory responsibilities including planning, communicating the organization's vision and objectives, setting priorities, assignment of work and responsibilities, monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; taking, recommending or approving corrective/disciplinary actions as appropriate. Has the authority, within guidelines, to make commitments for subordinate organizational units. He/she actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Programs. He/she directs team in the performance of a variety of special and/or sensitive assignments, involving the research, analysis, development of written materials, and coordination of substantive program issues and activities. Senior management typically reviews individual and organizational performance periodically through organizational performance measures to determine success in achieving planned results. He/she has discretion to ensure the alignment of projects/programs with the short-term objectives of Mission Support Services. The Group's work directly affects the organizational unit and Mission Support Services Service.

Qualifications: Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE is defined as: Experience in developing and implementing new and revised regulations governing the movement of air traffic in the National Airspace System.
