Job Summary: The Supervisory Air Traffic Control Specialist for the Air Traffic Safety Oversight Service (AOV) will oversee A team of technical professionals who are responsible for providing policy related inputs and operational support to the Air Traffic Safety Operations Oversight Division. Directs professional staff in evaluating the impact of proposed changes in air traffic procedures, equipment, and technologies within the National Airspace System (NAS).

Major Duties:

  • The Supervisory Air Traffic Control Specialist directs the work of subordinate employees and/or managers for more than one organizational units/projects/programs. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the Air Traffic Safety Operations Oversight Division (AOV) and of the Air Traffic Safety Oversight Service. Applies advanced knowledge of the technical aspect of air traffic management and operations to direct the staff in the review and analysis of safety data from multiple sources to be able to identify potential aviation safety issues and emerging and changing risks and measures to correct and/or prevent safety issues. Applies an advanced understanding of the objectives of the major subdivision. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Leads AOV's strategic engagement with the Air Traffic Organization (ATO) for the Voluntary Safety Reporting Program (VSRP), serving as the principal interface to ensure unified oversight, policy alignment, and operational accountability. Supervises and guides staff in providing policy clarification to Event Review Committee (ERC) members, coordinating with Lines of Business and bargaining units to ensure consistent and accurate application of VSRP policies. Oversees the design, development, and delivery of VSRP training for appointed Air Traffic Controllers as ERC members, ensuring alignment with Federal Aviation Administration (FAA) standards and operational expectations. Directs and oversees surveillance activities, including audits, assessments, inspections, and targeted evaluations, to ensure ATO facilities and operations comply with established safety standards and to identify emerging risks within the National Airspace System. Collaborates with senior personnel across ATO units including Safety and Technical Training, Air Traffic Services, Technical Operations, the NextGen Office, and Airports Line of Business to advance safety oversight and continuous improvement. Contacts are primarily within the organizational unit, AOV and the AVS with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. Directs the staff in conducting technical reviews in support of policy development and approvals granted to the ATO. Conducts surveillance and safety oversight activities such as audits, assessments and inspection. Ensures continued National Airspace System (NAS) operational safety of the Air Traffic Organization's (ATO) air traffic facilities, locations, and elements within an established AOV geographic area of responsibility through the execution of AOV surveillance activities such as audits, assessments, inspections, and facility specific safety standards. Oversees branch training requirements to ensure staff complete all mandatory AOV training within established deadlines. Provides supervisory direction in identifying, evaluating, and prioritizing training and developmental opportunities to ensure employees maintain the advanced technical and analytical skills required to perform effectively in AOV's safety oversight mission. Maintains senior-level liaison relationships with FAA counterparts and external stakeholders to ensure awareness of emerging technologies, industry trends, and advancements that may impact AOV's safety oversight mission. Performs managerial duties, which typically affect employees and managers for more than one organizational project or program and includes: planning, communicates the organization's vision and objectives; setting priorities; coaches and develops employee capabilities; monitors and evaluates performance; approving leave; and taking, recommending or approving corrective/disciplinary action as appropriate.

This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations. Creditable experience must have equipped applicants with the knowledge, skills and abilities to perform the full range of duties of the position for which application is being made. To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J/ FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is: Experience applying comprehensive knowledge of air traffic management principles, safety oversight frameworks, and the Voluntary Safety Reporting Program (VSRP), including expert understanding of Event Review Committee (ERC) processes, policy application, and safety risk management within the National Airspace System (NAS).
