Job Summary: This position is located in the ATC Procedures (En Route) Team (AJV-P32) under the Standards and Procedures Group (AJV-P3), within the Policy Directorate (AJV-P).

Major Duties:

  • Serves as Team Manager for the ATC Procedures (En Route) Team and reports to the Standards and Procedures Group Manager on all aspects of program responsibilities. Directs the work of subordinate employees and/or managers for more than one organizational unit/project/program within a major subdivision. The Team Manager provides management and oversight for air traffic standards and procedures issues for service area/centers and field facilities, Air Route Traffic Control Centers (ARTCCs), Terminal Radar Approach Controls (TRACONs), and towers. Applies an advanced knowledge of the technical aspects of the work directed. Has knowledge of safety regulations and policy development regarding the safe control of air traffic. Oversees the analysis, development, review, and coordination of procedures, operational needs and requirements, and planning from an ATC operational policy and management perspective. Provides management and oversight of the collaboration with other FAA lines of business, and industry to identify those items that can help address obstacles to implementation of Performance Based Navigation (PBN) and the enabling of NextGen technologies. Performs managerial duties, which typically affect employees and managers in more than one organizational unit/project/program, and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance, coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriated. Uses advanced knowledge of budget, human resource, and administrative policies and procedures. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. He/she projects short and long-term future needs and prepares justifications to support resource requirements. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. External contacts include the aviation industry and other FAA organizations to communicate the importance of documents supporting the delivery of air traffic services. Has authority to make commitments for AJV, to establish new policies/procedures, and to make exceptions within the assignment area of responsibility. Individual and organizational performance is reviewed on a periodic basis and usually through status reports and organizational performance measures. He/she has discretion to ensure the alignment of projects/programs with the short term and tactical objectives of Mission Support Services. The Group's work directly affects the Mission Support Services Service Unit, the ATO, and the FAA. Qualifications: Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE is defined as: Experience participating in and contributing to safety risk management panels by identifying potential hazards and recommending mitigations for proposed changes. Experience conducting reviews and assessments of operational needs and system requirements from a policy and procedural. Experience providing leadership in the development of procedures on established and emerging technologies. Answer all questions to the best of your ability.
