The primary purpose of this position is serve as a Section Chief, first level supervisor, providing planning, directing, organizing, and exercising control over personnel, both military and civilian, assigned to Passenger Operations with authoritative oversight of all Passenger and Fleet Services activities.

Major Duties:

  • Plans, organizes, supervises, and oversees the activities of Passenger Operations Passenger and Fleet Services, ensuring that Passenger and Fleet Services complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Manages and Administers Various Passenger Operations Programs. Represents Passenger Operations with a variety of installation and functional area organizations.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations series 2150 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. knowledge of a wide range of air transportation management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning aviation and transportation security; contracted commercial carrier operations; passenger tariffs on Department of War (DOW) airlift missions; dangerous goods, classified, extraordinary, and sensitive materials transportation; and related areas such as US and foreign customs and immigrations border protection requirements for passenger movement. Knowledge of passenger and fleet services practices encompasses the handling of various items, including supplies, pets, firearms, human remains, perishables, and oversized or overweight cargo, alongside understanding deployment processes to facilitate effective mobility movement and integration. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of a range of contracting procedures including development of statements of work, source selection plans, and proposal analysis reports for the procurement of Passenger and Fleet Services operational requirements. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of air transportation management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning aviation and transportation security; contracted commercial carrier operations; passenger tariffs on Department of War (DOW) airlift missions; dangerous goods, classified, extraordinary, and sensitive materials transportation; and related areas such as US and foreign customs and immigrations border protection requirements for passenger movement. Skill in developing, implementing, and adhering to an operating budget, including managing costs related to air terminal operations and maintenance, staffing, scheduling, and regulatory compliance to ensure efficient and cost-effective financial management. Skill in using interrelated computer systems; planning, organizing, and managing a substantial function; mentoring, motivating, and appraising staff through subordinate supervisors; and analyzing complex information to evaluate options and make appropriate decisions. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of a small to medium sized organization. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy and be diplomatic and tactful in coordination and decision making with the various work centers, agencies, and higher headquarters. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
