Salary Range: $147945 - $192331 Per Year

Job Summary: This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Economic and Policy Analysis Division, Regulatory Analysis and PRA Requirements Branch. This position serves as Supervisory Economist of the Regulatory Analysis and Paperwork Reduction Act (PRA) Branch of the Economic and Policy Analysis Division. The position provides expert advice and counsel to high-level program officials throughout USDA on the individual's assigned programs and related policies.

Major Duties:

  • Directs the preparation of analyses based on an understanding of broad legislative directives, spelling out the details, limitations, and related items which serve as a guide for decision makers concerned with safety net and/or credit programs.
  • Develops analyses and proposals to effectively address the interrelationship and impact of safety net and/or credit program changes on farming operations regionally and at the national level.
  • Manages a stakeholder team that assesses readiness to change, bringing major problems to the surface, identifying conflicts, and defining factors that recognize and influencing sources of resistance.
  • Identifies the core values, beliefs, behaviors, and perceptions that must be taken into account for successful change to occur.
  • Analyzes legislative activity using quantitative methods; ensures that management is briefed on case specifics, serving as the primary contact for these issues, coordinating and working in concert with internal/external officials.
  • Uses analytical techniques to identify alternatives to solve agricultural problems; anticipates problems and identifies and evaluates potential sources of information and generates alternatives to solve problems where precedents do not exist.
  • Defines specific problems and develops studies involving legislative proposals for agricultural safety net and/or credit programs that include planning analyses and developing methodologies and analytical techniques in situations.

Qualifications: In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Basic Requirement: A. Degree in Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR B. Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education listed below. Specialized Experience Requirement For the GS-15 grade level: You must have one year of specialized experience equivalent to the GS-14 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Enforcing regulations and implementing laws; Broad knowledge of the agricultural and/or business sector; Evaluating, analyzing, and determining impacts of legislative alternatives and proposals; Providing recommendations to policy alternatives, observed economic phenomena, and forecasts of economic movements. THE SUBSTITUTION OF EDUCATION FOR EXPERIENCE IS NOT QUALIFYING AT THE GS-15 LEVEL. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.
