Salary Range: $147945 - $192331 Per Year

Job Summary: This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Performance, Risk, and Accountability Division (PAR). The incumbent serves as the Branch Chief of Performance, Accountability, and Risk Division and is responsible for providing leadership, management, evaluation, and technical direction to the Branch staff. The incumbent performs the full range of managerial and technical supervisory duties within the Branch.

Major Duties:

  • Develops uniform management policies and staff management principles and guidance for all mission support programs within the Branch in regard to program execution, scope, cost and budget, interfacing with the agency customers.
  • Provides Executive staff level advisory services to all levels within the organization on specific and organization-wide issues that impact programs.
  • Provides authoritative interpretation and instructions on laws, regulations, policies and procedures, and develops guidance on appropriate course of action.
  • Provides subordinate supervisors with guidance and procedures designed to effectively support the mission requirements of the Branch.
  • Oversees the execution of organizational policies, procedures, and regulations, and is responsible for staff management, coordination, and execution of mission support programs that support organizational goals.

Specialized Experience Requirement For the GS-15 grade level: You must have one year of specialized experience equivalent to the GS-14 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Extensive experience with Payment Integrity best practices in a government agency; Experience with Internal Controls and strategic planning directives and policies set forth by the Office of Management and Budget; Experience developing, leading, and implementing a customer service-oriented approach to strategic planning, performance management, and enterprise risk management. THE SUBSTITUTION OF EDUCATION FOR EXPERIENCE IS NOT QUALIFYING AT THE GS-15 LEVEL. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.
