The primary purpose of this position is to serve as an Acquisition Program/Project Manager, directing or supporting the activities of a DoD funded acquisition effort.
Major Duties:
Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: I have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-13), level, pay band (NH-03), or equivalent (pay schedule, pay band, etc). Specialized experience must include one or more of the following areas: Demonstrated expert-level knowledge of DoW acquisition policies, regulations, and processes (e.g., DoD 5000 series). Proven ability to lead, manage, and motivate multi-disciplined teams of military, civilian, and contractor personnel. Excellent written and verbal communication skills, with the ability to effectively present information to senior leadership and external stakeholders. Demonstrated ability to analyze complex problems, develop innovative solutions, and implement effective corrective actions. -OR- Experience working with contracting officers and managing contracts in a DoW environment. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. Knowledge of safety and security regulations, practices, and procedures. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, and manufacturing. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
