Job Summary: Serves as technical advisor to Fiscal Officer & responsible for administration of accounting & payment activities of the Health Care System (HCS). Serves as Supervisory Accountant, Fiscal Service & has responsibility for the overall operation, training & production of Accounting, Voucher Auditing & Travel for assigned functional activities. Involved in the formulation, development, preparation & execution of the Annual Budget Plan & in administration of the HCS' Financial Management Program.

Major Duties:

  • Duties include, but are not limited to:Systems Accounting Services Interpreting objectives and developing procedures to obtain objectives Interpreting regulations, rules, and policies Maintaining an integrated system of financial staff service Supervising daily operations of the accounting section and as such, assuring the proper documentation and entry of accounting transactions Analyzing accounting problems and requirements Reviewing modern trends in the field Operational Accounting Service Serving as the health care system's expert authority on reconciliation of integrated accounts for a variety of accounting systems. Accounting system must facilitate the maintenance of detailed records for payments, entitlements and collections by fiscal year fund and appropriation. Performing auditing duties associated with either financial or operational audits of agency-administered programs Reviewing the organization's degree of compliance with sound fiscal management Supervision Responsible for the fiscal service accounting staff and all unexpected absences, trainings, etc. Ensuring open and good communication between all staff members in the teams and effective handover between tasks Providing continues coaching, training and assistance to the staff, monitoring performance against the organization's target goals. Cases frequently arise which are complex and time consuming and require independent judgment to best serve the organization Responsible for adequate staff coverage at all times and all unexpected absences, trainings, etc. Ensuring open and good communication between all staff members in the team and effective handover Providing continuous coaching, training and assistance to the team members, monitoring performance against the organization's target goals Initiating disciplinary measures such as reprimands and recommending other appropriate action in more serious cases Engaging in studies and investigations related to improving a healthy fiscal state of the organization Identifying and implementing cost effective approaches to integrate technology into the workplace and improving work processes Supporting and implementing organization technology changes Interviewing candidates for accounting section positions; making recommendations for appointments, promotions, or reassignments involving these positions Responsible for performance ratings, preparing award recommendations, job descriptions for the accounting section Project Oversight Reviewing and structuring organization to optimize use of resources and maximize efficiency and effectiveness Planning, designing and conducting studies in such areas as the budget, contracts, acquisition, development, analysis and presentation of planning data Serving as the point of reference for the accounting section in the handling of non-routine problems by providing solutions derived from direct application of established accounting principles, theories, concepts and practices. Communication Responding to inquiries, requests and complaints directed to the Fiscal Service in a professional manner Communicating directly and on behalf of the Service with program managers, executives, external review boards, Veteran and political organizations and others on matters related to Veteran's access, and or programmatic initiatives. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: monitoring daily operations of the accounting section, assuring the proper documentation and entry of accounting transactions; knowledge of interviewing techniques; interviewing candidates for accounting section positions; making recommendations for appointments and selections; interpreting objectives and developing procedures to obtain objectives; interpreting regulations, rules and policies; ability to apply professional concepts and methodologies of accounting as well as knowledgeable to functional program characteristics and requirements; handling situations involving a high degree of tension or discomfort involving people who are demonstrating a high degree of hostility or distress; working in conjunction with the Chief, Fiscal Service in the formulation, development, preparation and execution of the Annual Budget Plan and developing operating procedures for technicians and support personnel.
