Job Summary: This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), and Mid-Atlantic Health Care Network (VISN 6) within the Fiscal Service at the Durham Veterans Affairs Medical Center (VAMC).

Major Duties:

  • This incumbent will serve as a Supervisory Accountant for the day-to-day accounting operations of the medical center in coordination with the Salem Centralized Accounting Unit (CAU) and will direct the duties of the accounting technicians and agent cashiers. The incumbent is responsible for coverage in time of vacancy and the granting and/or disapproval of annual leave based upon workload. Incumbent provides accounting support to 3600 employees at a Complexity Level 1a Medical Center with one Health Care Center, four Community Based Outpatient Clinics (CBOCS), two Vet Centers and one veteran state nursing home. The mission of the medical center is to provide acute care, outpatient care, and long-term care for veterans through general health/medical programs and various medical and surgical specialty areas. The Durham VAMC has an affiliation-support agreement with Duke University Medical School. The scope and variety of teaching and research programs significantly impact the Medical Center's financial position. The incumbent monitors the accounting execution of a $500+million dollar budget for 500+ Fund Control Points (FCPSs) with many different sources and types of funding for multiple VA departmental facilities, research elements, National and Special Purpose programs, and projects aligned and operated within VHA and VISN 6. This includes National Center for Health Promotion and Disease Prevention, Health Services Research and Development Service (HSR &D), General Medical Research (GMR), Epilepsy National Center of Excellence, Veterans Affairs Central Office (VACO) Office of Radiology and Mammography, VACO Women's Veteran Program, National Electron Microscopy, National Grant for Palliative Care Hospice, National Tele-Radiology, National Oncology, VISN Mental Illness Research Education & Clinical Center, Office of Information & Technology (OI&T), VISN Community Based Dialysis Program, Geriatric, Research, Education, and Clinic Centers, Transformational Initiatives, Patient Centered Alternatives to Institutional Care Pilot, Rural Health, Office of Quality Performance, Office of Academic Affiliation, Quality Enhancement Research Initiative, and National Patient Safety Center of Inquiry program. Qualifications: Time in Grade Requirement: Current federal employees must meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal Service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement:A) Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing". OR, B) Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;2. A certificate as CPA or a CIA, obtained through written examination; or3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. FAILURE TO DO SO WILL WILL DISQUALIFY YOU FROM FURTHER CONSIDERATION.****You may qualify based on your experience and/or education as described below: GS-11 Grade Level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: utilizing knowledge of the theories, principles and practices of accounting and financial management; preparing cost estimates and budget forecasts; maintaining and reconciling accounts involving various transactions and performing reviews and audits; using automated accounting systems; developing and maintaining databases and preparing accounting reports; and knowledge of basic procurement procedures. Maintains the overall controls for expenditure accounting; analyzes and views reports to assure they are in balance; preparation of Internal audit reports; accounting data, computerized cost accounting reports and trial balances are in balance. ORApplicants may substitute education for the experience required for the GS-11 level. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
