Overview

The Supervisor- Business supervises, supports, oversees, and monitors the department's business, financial, budgeting, payroll and administrative functions to ensure the department meets goals and objectives and operates efficiently.

Essential Functions

1 Supervises financial, business, payroll and budgeting activities of staff for various departments; supports department's financial, accounting and budgeting processes and functions; participates in budget development, reporting on business metrics, updating policies and implementing effective strategies.

2 Identifies needed areas of change or development and works to improve operations and facilitate stronger business administration, control, and management; supervises the use of department technology and oversees computers, software, telephones, multi-purpose photocopiers, and plotter.

3 Implements and monitors policies and procedures; supervises work schedules of others all subordinate levels and provides technical and operational direction for business needs and services.

4 Supports short-, mid- and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals, and supervises evaluation activities.

5 Supports, supervises, and oversees the preparation of reports for business activities and services; leads and participates in special investigations, internal audits, and research studies to enhance the business services of the City.

6 Works with the Manager to develop budget, submit budget requests budget development and budget requests; identifies and realizes expenses and revenue and makes competent recommendations for business budgets for related departments and services.

7 Represents the City at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees; testifies at hearings, trials, and legislative meetings as appropriate.

8 Performs any and all other work as needed or assigned.

Knowledge and Skills

1 Knowledge of local, state, and federal laws and regulation

2 Knowledge of the principles and practices of public administration.

3 Knowledge of office management principles

4 Knowledge of the principles and practices of department-level business operations.

5 Knowledge of performance management and measures

6 Ability to manage unit/program activities through the supervision of subordinate supervisors.

7 Ability to develop and implement budget.

8 Ability to devise solutions to administrative problems and to plan, assign, delegate responsibility.

9 Ability to implement administrative polices and procedures.

10 Communicating effectively verbally and in writing.

11 Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS

EDUCATION: 

  • Bachelor’s degree in Business, Public Administration, or Social Science field.

EXPERIENCE:

  • Four (4) years of business/financial administrative experience which includes any of the following:

    • Accounting

    • Budget analysis 

    • Accounts payable/ accounts receivables

    • Procurement

    • Internal audits

    • Contract administration

    • Revenue collections

AND

  • One (1) year of experience with lead work/supervisory responsibilities.  (This experience may be included in the required experience listed above) 

EQUIVALENCIES:

  • High school diploma or GED plus eight (8) years of the required experience including one (1) year of the stated supervisory/management responsibilities will meet the education and experience requirements. 

  • Associate degree in any field plus six (6) years of the required experience including one (1) year supervisory/management responsibilities will meet the education and experience requirements. 

  • Bachelor's degree (or higher) in a non-specified field plus six (6) years of the required experience including one (1) year supervisory/management responsibilities will meet the education and experience requirements. 

  • Master's degree (or higher) in a specified field plus two (2) year of the required experience including one (1) year supervisory/management responsibilities will meet the education and experience requirements. 

LICENSE: 

  • Valid driver’s license and good driving record



Salary Range

 

$64,252.45 - $79,800.20


 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
