Overview

The Division Manager-Aviation manages, oversees, and directs all airside and landside operations, activities, and functions at the airport. Ensures all activities are compliant with regulations and ensures safety of operations throughout the airport.

Essential Functions

Manages, oversees, and monitors all airside, landside, and regulatory activities throughout the Airport; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; reviews and oversees work schedules of others all subordinate levels including other managers facilitating services in various areas of the airport.

2 Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; directs evaluation activities, participates in hiring and personnel activities, and monitors payroll and other time card related issues; oversees all areas of airport to ensure effective, efficient, safe, and compliant operations.

3 Manages the implementation of Airport Certification Manual (ACM) and Appendices which include the Airport Emergency Plan (AEP), Wildlife Hazard Management Plan (WHMP), and Snow and Ice Control Plan (SICP); supports and manages all other plans to facilitate airport operations and flow of general aviation functions.

4 Analyzes, evaluates, and ensures production goals are met in a timely manner and works to increase efficiency of all airport services; prepares, evaluates, and administers the airport budget; oversees the planning, development, and operation of special projects, operational directives, security projects, or access control projects.

5 Manages, directs, oversees, and supports the consistent daily inspection of operational efficiencies and service delivery components; meets with managers, supervisors, and other aviation staff regarding any issues or information needed, tracks budget use, monitors vendor management, evaluates environmental compliance, and coordinates all functional aspects of the airport.

6 Represents the program area at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees; testifies at hearings, trials, and legislative meetings as appropriate; attends briefings and meetings to remain up to date on codes, regulations, and laws pertaining to facility operations and infrastructure.

7 Attends and participates in meetings and conferences with FAA Air Traffic Control Tower rep, Airfield Maintenance division, Airfield Electrical division, various Department of Aviation division reps, and contractors or consultants; coordinates, deconflicts, and gives final approval for airfield closures, airfield maintenance, or the handling of other airport issues.

8 Oversees the various safety inspections that occur to maintain regulatory compliance of the airport and its operations; supports FAA Safety Certification Inspector annually to ensure compliance with all regulations; provides necessary documents and metrics for inspection; supports other management providing information and maintaining standards within the airport grounds.

9 Performs any and all other work as needed or assigned.

Knowledge and Skills

Knowledge of human relations, supervision, and management.

2 Knowledge of airport operations, management, maintenance, and regulatory requirements.

3 Extensive knowledge of TSA and FAA regulations.

4 Comprehensive knowledge, experience and application of airport rules and regulations pertaining to airport operations,
including Transportation Security Administration (TSA) regulations.

5 Ability to plan, assign, train, direct, and evaluate clerical/administrative, trade/technical, or professional employees.

6 Ability to manage unit/program activities.

7 Ability to establish and obtain operating goals and objectives for unit.

8 Project management skills.

9 Ability to negotiate and develop contractual agreements.

10 Ability to develop and administer budgets for all aviation activities.

11 Communicating effectively verbally and in writing.

12 Establishing and maintaining effectively working relationships.

MINIMUM QUALIFICATIONS

EDUCATION: 

  • Bachelor's degree in a Business, Public Administration, Aviation Management, or related field.

 EXPERIENCE: 

  • Seven (7) years of professional level experience which involved responsibility for Airport Operations, Airport Security, or Aviation Industry Public Safety/Law Enforcement.

AND

  • Four (4) years of experience with supervisory/management responsibilities. (This experience may be concurrent with the above)

EQUIVALENCIES:

  • High school diploma or GED plus eleven (11) years of the required experience including four (4) years supervisory and/or management capacity responsibilities will meet the education and experience requirements.

  • An associate degree in any field plus nine (9) years of the required experience including four (4) years supervisory and/or management capacity responsibilities will meet the education and experience requirements.

  • A bachelor’s degree (or higher) in a non-specified field plus nine (9) years of the required experience including four (4) years supervisory and/or management capacity responsibilities will meet the education and experience requirements.

  • A master’s degree (or higher) in a non-specified field plus five (5) years of the required experience including four (4) years supervisory and/or management capacity responsibilities will meet the education and experience requirements.

LICENSE:

  • Valid driver’s license with good driving record.

OTHER REQUIREMENTS:

  • Must pass Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) background investigation



Salary Range

 

$98,612.80 - $123,260.80


 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
