Subcontracts Analyst III - Wage and Benefits Specialist

The Subcontracts Analyst III will assist with the application and administration of various federal and state wage and benefits requirements applicable to subcontractors working on government contracts. The position will have responsibility for monitoring subcontractor compliance associated with United States Federal labor laws and regulations  (such as: Service Contract Act (SCA), Davis-Bacon Act (DBA), Fair Labor Standards Act (FLSA), Executive Orders, and other wage compliance requirements).

This is a remote position and will report to the Subcontracts Senior Compliance Manager.

Key Responsibilities:

  • Ensure compliance with wage requirements related to government contracting (i.e. Fair Labor Standards Act, Service Contract Labor Standards, Davis Bacon Act and/or State Prevailing Wages)

  • Evaluate contracts for wage requirements and work with the appropriate teams to ensure a plan is in place to monitor and report compliance with such requirements

  • Support the Sales and Proposals Teams by reviewing and mapping job descriptions to the appropriate Service Contract Act occupation and advise on compliant wages

  • Identify, track, mitigate, and resolve issues related to wages across multiple government contracts/accounts

  • Stay current with regulatory changes impacting government wage requirements and develop plans to ensure continued compliance

  • Establish effective relationships across the organization and collaborate as required to address compliance matters and implement updated processes

  • Develop policies, processes, and training for government wage compliance and conduct training for various groups

  • Assist in the preparation of internal reports and information for contract and resource management

  • Participate in audit, fact-finding, and risk assessment activities as required

  • Conducting Research: Analyzing and interpreting data related to Davis-Bacon Act compliance, including wage determinations and labor standards.

  • Compliance Documents: Reviewing subcontracts as required that incorporate Davis-Bacon Act provisions.

  • Monitoring Compliance: Ensuring that all subcontractors and subrecipients are adhering to Davis-Bacon Act requirements.

  • Training and Education: Providing training to subcontractors and other stakeholders on Davis-Bacon Act compliance.

  • Investigating Issues: Conducting investigations into compliance issues and ensuring that appropriate actions are taken.

  • This role is crucial for maintaining labor standards and ensuring that taxpayer dollars are used to elevate local wage and benefit standards for construction workers

  • Review and validate certified payroll reports received from Davis-Bacon Act subcontractors

Knowledge, Skills and Abilities:

  • Experience with government contracts and prevailing wage analysis, enforcement, and compliance

  • Strong knowledge and understanding of Service Contract Act Wage

  • Knowledge of the FAR

  • Superior written and verbal communication skills

  • Interpersonal skills to work and develop relationships with a variety of individuals

  • Analytical mindset with the ability to problem solve

  • Proficient in Microsoft Office with a strong knowledge of Microsoft PowerPoint and other presentation software.

  • Ability to manage time and prioritize tasks.


Minimum Qualifications:

  • 5+ years of relevant experience with Bachelor's degree in Supply Chain Management or associated discipline is desired by not required.  Two years’ experience in a related field can be substituted for each year of the four-year degree requirement; or 3+ years of relevant experience with Masters degree

  • Experience in a high volume, Federal Subcontract  global management environment.

  • Prior Federal labor compliance experience preferred.

  • Valid US or local driver's license and US passport is required

  • Additional experience/education may be required by contract or assignment.

  • US Citizenship is required to apply.

Compensation Details:

80k-93k
