AV is seeking a highly motivated Subcontract Administrator (SCA) to join our Procurement and Supply Chain organization. The successful Subcontract Administrator (SCA) will be able to work independently with minimal supervision, provide subcontract execution and support to AV, and its affiliates.

Primary Responsibilities Include: 

  • Cradle to grave subcontract execution experience from proposals to closeouts with a heavy emphasis on service based, performance based, and engineering type subcontracts.
  • Review and execute subcontracts for goods and services and ensure compliance with company procurement procedures as well as US Federal Acquisition Regulations (FAR) and/or Defense Federal Acquisition Regulation Supplements (DFARS).
  • Perform complex subcontract transactions with dollar liability; generate subcontract agreements and orders accordingly.
  • Lead source selection efforts to obtain adequate competition, price reasonableness and cost savings to obtain the most effective services.
  • Works on problems of diverse scope where analysis of data requires evaluation of a variety of complex factors. Demonstrates good judgment in selecting methods and techniques for developing solutions.
  • Works with the sourcing and program teams to select subcontractors for bid and award from the approved list to achieve program objectives.
  • Conduct subcontractor due diligence and ensure compliance with contractual requirements.
  • Coordinate with internal stakeholders to obtain necessary information to complete all actions.
  • Prepares subcontracts in the ERP (currently Unanet) software. Ensures subcontractor’s documentation such as terms and conditions and NDAs (as necessary) are ready prior to engagement.
  • Negotiate terms and conditions and adequately flow down the necessary contractual requirements to subcontractor.
  • Perform track and manage all outstanding action items to completion.
  • Resolves discrepancies related to subcontractors’ administration, delivery, invoices, and payment to the subcontractor.
  • Acts as backup to other procurement team members.
  • Performs other duties directed by the Director of Subcontract or Subcontract Manager(s).
  • Contributes to continuing improvement efforts across all facets of supply chain.

Required Qualifications:

  • Bachelor's Degree in Business Administration, Management, Finance, or other related fields with 3+ years of subcontracts administration experience or Masters with 2+ years prior relevant experience, additional years of experience will be considered in lieu of degree. 
  • A solid understanding of all steps from subcontracts administration to payment (requisition, approval, purchase order, receipt, and billing); understand the sourcing related steps (requirements definition, analysis category, strategy planning, subcontractor selection, strategy execution, contract allocation).
  • Good working knowledge of CPSR, FAR, DFARS, GSA and other Acquisition Regulations.
  • Ability to maintain the highest standards of ethical conduct and practices.
  • Experience with ERPs, Excel, Adobe Acrobat and other Microsoft Office packages
  • Ability to apply concepts of basic and advanced mathematics to calculate discounts, interests, commissions, percentages etc.
  • Ability to read and interpret moderate terms and conditions of sales and purchases.
  • Ability to travel up to 10% of the time.
  • Ability to obtain a US Government Security Clearance. 

Preferred Qualifications:

  • Some Working knowledge of the Uniform Commercial Codes (UCC), contracts law and commercial contracting best practices.
  • Some experience with international subcontractor relations and international contracting activities.
  • Organized, detail and customer-oriented, and dependable.
  • Effective analytical, oral, and written communication skills for customer/vendor relations and interfaces.
  • Experience with Unanet and/or Deltek Costpoint.
  • Ability to work in dynamic environment and handle multitasking efficiently.
  • Experience working with high level (i.e. executive) internal and external customers.

The salary range for this role is:

$71,805 - $101,850
