Street Maintenance Administrator

Streets Full time

Summary

Under general direction, responsible for management of the maintenance services division, consisting of street maintenance and stormwater management. Plans and administers division budget. Manages contract administration functions and various other project management activities. Develops and implements division goals, objectives, and priorities. Performs highly complex administrative work. This position encompasses significant customer service functions, requiring a strategic management approach to deliver successful outcomes.

Number of Direct Reports (include titles): (1) Maintenance Supervisor, (1) Stormwater Supervisor

Pay Range: $80,350 - 101,317 (Depending on qualifications and experience)

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Plans, organizes, prioritizes, and directs assigned staff and other resources to effectively deliver maintenance division programs, projects and initiatives.

  • Manages all phases for maintenance projects and programs as the responsible manager

  • Manages service requests using designated city platforms; develops strategies to maximize productivity in completing requests on time

  • Develops and manages annual budget for the maintenance services division; forecasts funding needed for various resources that support the division’s operations.

  • Prepares cost estimates for equipment, labor and materials for budgetary needs or for city management/city council maintenance requests.

  • Participates in strategic planning initiatives to optimize management of pavement and drainage assets and to improve department service delivery

  • Administers various vendor contracts supporting division functions Frequently visits project work sites for inspection of work progress, quality, compliance with standards, and adherence to safety best practices.

  • Develops and administers policies, guidelines and procedures that focus on delivering quality, cost-effective division services that comply with regulatory requirements.

  • Provides technical expertise as required to successfully deliver maintenance and construction projects

  • Collaborates with other department divisions and other city departments to develop annual work plans

  • Benchmarks the maintenance division’s service delivery performance indicators; tracks and reports key performance indicators and related data

  • Continuously monitor division functional areas to identify areas for needed changes and process improvements centered on excellence in service delivery

  • Frequently engages with various customers; responds to issues, concerns, and inquiries promptly and professionally

  • May be required to work nights, weekends, and holidays to support special events, attend meetings, or respond to natural disasters, critical incidents, and other emergencies.

Minimum Qualifications

  • High School Diploma or GED

  • 10+ years experience in construction, maintenance, engineering, operations, or a related field 5 years in a supervisory or management role

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience    

  • Associate’s degree in construction management, construction technology, project management or related field

  • 10+ years of experience in construction, maintenance, operations or a related field, with a focus on public works-related operations

  • 5-7 years of progressively responsible experience in a leadership or supervisory role in public works construction, maintenance or operations

  • Class A Commercial Driver License

Knowledge, Skills & Abilities

  • Extensive knowledge of local, state and federal laws and rules related to Public Works construction

  • Comprehensive knowledge of public works operations and administration comprising streets and storm water systems

  • Knowledge of project management principles

  • Knowledge of project budgeting and general budgeting practices in a public sector environment

  • Knowledge of contract management and administration principles

  • Extensive knowledge of Public Works construction methods, techniques, scheduling, and sequencing

  • Knowledge of operation and maintenance requirements for a wide variety of vehicles and construction equipment

  • Strong organization skills are essential for success in this position, with strong attention to detail.

  • Skill in planning, organizing, assigning, directing, reviewing, and evaluating the work of skilled-based and technical staff

  • Skill in operating a personal computer and standard equipment, hardware, and software.

  • Skill in mediating conflict

  • Skill in composing written reports, policies, and maintaining various records using appropriate business writing style.

  • Skill in verbal and written communication using tact, professionalism, diplomacy and appropriate tone

  • Ability to research, analyze and evaluate new service delivery methods and techniques

  • Ability to quickly become functional in the use of specialized software necessary to prosecute the work.

  • Ability to evaluate resource allocation to optimize cost and time savings

  • Ability to establish and maintain effective collaborative relationships.

  • Ability to read, understand and interpret contracts, specifications and construction plans

  • Ability to work outside of normal work hours including evenings, weekends and on-call as required.

Licenses and Certifications

  • Valid Class C Texas driver's license
