Basic Purpose

Positions in this job family are assigned responsibility for overall management of a staff of engineers, technicians and other personnel who are responsible for providing engineering expertise, guidance and technical assistance to state agencies, consultants, and the public. They are differentiated from lower levels in the Professional Engineer job family in that their focus is on broader supervisory and management issues including planning, organizing, and integrating the functions that report to them.

Typical Functions

The functions performed in this job family will vary by level, unit and organization, but may include the following:

  • Selects, develops and motivates subordinate staff to ensure that resources are available to provide quality services and on-time performance for the agency or unit supported;

  • Plans, organizes and manages the work of subordinate staff in the assigned unit to ensure that the work is accomplished consistent with agency requirements.

  • Directs engineering activities of all or part of an agency’s responsibility; e.g., section, branch, division, etc.

  • Develops and conducts a specific work program within an agency in accordance with agencies’ policies, priorities and budget constraints.

  • Manages and/or develops budgets for an assigned unit including operating requirements and equipment and material purchases and ensures that actual expenses are consistent with the approved budget.

  • Represents the department in contacts with the general public and public officials, answering questions and resolving complaints.

  • Oversees consulting engineer’s contracts and provides technical oversight.

Level Descriptor

Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others.

This is the management level where incumbents are typically responsible for the management of an engineering work unit.

Education and Experience

Education and Experience requirements at this level consist of registration as a Professional Engineer and one year of supervisory experience in a professional engineering related field.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills and Abilities required at this level consist of knowledge of engineering practices, principles and systems; of management principles; of the principles of effective supervision; and of budget planning, development and control. 

Ability is required to design and implement engineering activities; to organize projects; to establish and maintain effective working relationships with others; to supervise personnel; and to expressing ideas clearly and concisely, both orally and in writing.

Additional Job Information

The State Research Engineer is responsible for overseeing and directing the Oklahoma Department of Transportation (ODOT) research program. This includes soliciting research topics, requesting proposals to fulfill research needs, monitoring ongoing research, management of transportation pooled fund activities and the eventual implementation of research findings through technology transfer efforts. The research program is executed in accordance with the provisions of Title 23, United States Code, regulated under 23 CFR Part 420, Part B, as part of the State Planning and Research Program (SPR). The State Research Engineer is responsible for collaboration and partnership with internal ODOT customers, the Federal Highway Administration and ODOT’s industry and university partners. The State Research Engineer will manage the research staff, activities, and administer the SPR Part B Program in compliance with federal regulations and ODOT policies.
