The State of Oregon’s Higher Education Coordinating Commission is recruiting for a permanent, bilingual in English/Spanish, State Grants Coordinator (PA1) position. We are looking for a strategic, detail-oriented individual to join our growing team.

This is a full-time, permanent position headquartered at HECC’s Salem Office and is represented by SEIU. The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely. Currently, OSAC has a 1 day minimum in office for most positions, which is subject to change to meet position and operational needs. What You Will Be Doing

You will work in the administration of state public grant programs, primarily with the Oregon Promise grant (OPG). This position conducts community outreach to institutions and partners regarding program administration and changes. The role monitors program outcomes and recommends improvements, reviews applications for program award determinations, reviews exceptions requests as prescribed in law such as Oregon foster youth and recently released incarcerated individuals and determines if the applicants meet the criteria under state guidelines and statutes. The position reviews extenuating student circumstances and eligibility requirements for current recipients. The position provides technical assistance to state grant applicants and Oregon Student Aid Application (ORSAA) users. This position works to resolve system problems and recommends improvements. This position must stay informed of federal and state policies and legislation that may impact state grant programs and the agency. In addition, this position communicates information through research by assessing the critical impact of legislation and polices on the agency as well as Oregon students. 

The Work at a Glance

Program Service Delivery

  • Reviews Oregon Promise grant applications and submitted materials to determine applicants’ eligibility.

  • Assists with evaluation of enrollment exemption and waiver requests against program requirements and approve or deny requests.

  • Reviews renewal student participation for Oregon Promise to determine if student meets renewal  criteria for program under state statutes.

  • Sends email communications to students regarding: application reminders and deadlines, required FAFSA/ORSAA submissions, authorized and not authorized award notifications, and other important program updates.

  • Provides state grants and ORSAA training and presentations in English and Spanish as requested. 

  • Provides information, explains program guidelines and processes, and answers questions from the field and the public related to OSAC administered programs including the ORSAA in both English and Spanish.

Program Coordination and Administration

  • Works with the Program Administrator to analyze program spending, tracks budgeted expenditures, and assists with reconciliation for Oregon Promise.

  • Research best practices by gathering and synthesizing data and compiling information into reports.

  • Performs ID resolution for FAFSA/ORSAA and load matches for OPG.

  • Processes HB2910 applications including creating student accounts, communication with DOC/OYA for verification, communication with students via mail, email, or phone, and tracks submissions.

This position is required to either possess and maintain a valid driver's license by the state of residence or provide an acceptable mode of alternative transportation, in order to travel to required training and meetings.

What We Need (Minimum Qualifications)

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills.

OR

Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.

  • Previous experience in financial aid, or administration of OSAC and/or federal financial aid grants and scholarships to students.

  • Demonstrated ability to remain flexible and effectively manage shifting priorities and changing work demands.

  • Have a high degree of accuracy and attention to detail.

  • Be proficient with Microsoft Office, Outlook, Word, Access, and Excel.

  • Have experience in data collection, analysis, and evaluation.

The Fine Print

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.

Bilingual Skills Differential: This differential applies to employees who must use bilingual skills to perform assigned duties. “Bilingual skills” means translation to and from English, interpretation of another language or the use of sign language. The differential is 5 percent of base pay.
