Job Description:

Parsons is seeking a highly collaborative Stakeholder Manager (Saudi National) to join our program management team in Saudi Arabia. You will be responsible for managing the complex web of relationships between government entities, utility providers, neighboring developers, and project contractors. You will ensure that the architectural vision and project timelines remain intact by proactively resolving conflicts and securing necessary approvals across all site-wide interfaces for our major Giga-projects.

Key Responsibilities

  • Stakeholder Alignment: Act as the primary point of contact for external and internal stakeholders, ensuring that all parties are aligned with the project’s master plan and architectural objectives.

  • Interface Management: Coordinate site-wide interfaces between different construction packages, ensuring that architectural design intent is maintained across various boundaries.

  • Approval & Permitting: Lead the process of securing NOCs (No Objection Certificates) and various building permits from relevant Saudi authorities and municipalities.

  • Conflict Resolution: Identify potential overlaps or disputes between stakeholders regarding site access, utility connections, or design changes, and negotiate mutually beneficial solutions.

  • Architectural Advisory: Leverage your architectural background to interpret technical drawings and explain design impacts to non-technical stakeholders or government representatives.

  • Community & PR Liaison: Coordinate with local communities and external agencies to mitigate the impact of site activities and uphold the project’s reputation.

Required Qualifications

  • Education: Bachelor’s degree in Civil / Architecture/ or related field from an accredited university.

  • Experience: A minimum of 7 years of experience in stakeholder management, project coordination, or architectural project management within the KSA construction industry.

  • Professional Membership: Active registration with the Saudi Council of Engineers (SCE).

  • Local Knowledge: Deep understanding of Saudi governmental processes, municipal regulations, and the local cultural business landscape.

Preferred Skills

  • Language: Native fluency in Arabic and excellent professional English. The ability to navigate formal correspondence in both languages is critical.

  • Communication: Exceptional negotiation and interpersonal skills; able to influence senior-level decision-makers and navigate complex bureaucratic structures.

  • Technical Literacy: Ability to read and interpret complex architectural master plans, BIM models, and infrastructure drawings.

  • Strategic Thinking: A proactive approach to identifying risks to the project schedule before they escalate into stakeholder disputes.
