Staffing Manager

Location: Broken Arrow, OK
Employment Type: Full-Time

Job Summary

The Staffing Manager oversees daily client care delivery operations within the Personal Care Services (PCS) division. This position ensures timely scheduling of Care Team Supervisor visits, accurate placement of attendants for long-term assignments, efficient start-of-care scheduling, and reliable fill-in dispatch support. The Staffing Manager leads the Staffing and Dispatch teams and plays a critical role in maintaining exceptional client satisfaction, compliance, and operational efficiency while supporting organizational goals for service excellence.

Job Requirements

Education

  • Bachelor’s degree preferred

  • OR equivalent experience in home care/healthcare operations:

    • Associate degree and/or 60+ hours from an accredited college/university

Experience

  • 3–5 years of supervisory experience in a healthcare setting

  • Experience working with elderly or disabled populations (professional or personal)

Skills

  • Strong leadership and team management abilities

  • Excellent organizational, multitasking, and time-management skills

  • Proficiency with scheduling systems and EMR platforms

  • Strong communication and problem-solving skills

  • Knowledge of state regulations, compliance standards, Medicaid, and home care policies

  • Strong computer skills

  • Professional verbal and written communication

  • Ability to motivate teams and collaborate effectively

  • Bilingual fluency (Spanish, Mandarin/Cantonese, Russian, or Portuguese) preferred but may be required as needed

  • Knowledge of the healthcare industry preferred

Transportation

  • Must have access to dependable transportation

  • Valid driver’s license and auto insurance required

Key Accountabilities

Operational Oversight

  • Ensure timely scheduling, completion, and documentation of visits according to company and regulatory standards

  • Manage attendant scheduling and long-term client placements

  • Oversee staffing teams, ensuring timely shift coverage and minimal scheduling errors

  • Monitor scheduling performance metrics and proactively address coverage gaps

  • Ensure compliance with state regulations, payer authorizations, and internal policies

  • Monitor Special Care Attendant resources and productivity

Client Experience & Quality

  • Maintain high levels of customer service and timely resolution of client concerns

  • Create and execute staffing and dispatch plans for vacant shift coverage

  • Partner with Branch Director to improve NPS and lead action planning

  • Support care teams to ensure quality and adherence to service plans

  • Prioritize new client start-of-care placements

  • Participate in state survey preparation, onsite visits, and corrective action activities

Leadership & Collaboration

  • Lead, mentor, and develop the Client Care Coordinator team

  • Partner with Branch Director, Care Team Supervisors, and Recruiting to maintain optimal staffing levels

  • Implement operational best practices to improve efficiency and client outcomes

  • Support initiatives focused on vacancy reduction, speed to fill, compliance, and client satisfaction

  • Maintain compliance with all regulatory requirements

  • Provide qualified direct care services as needed

  • Support caregivers, office staff, and field teams

  • Monitor ElaraCare communications and maintain engagement

  • Ensure timely resolution of vacant shifts or appropriate documentation

  • Maintain effective communication with employees, case managers, and clients

  • Uphold HIPAA standards and confidentiality

  • Represent the company in a professional, positive manner

  • Promote the organization’s mission, values, and services

  • Perform other duties as assigned

Key Performance Indicators (KPIs)

  • Vacancy fill time for dispatch, start of care (SOC), and recurrence

  • Scheduling accuracy and service completion rates

  • Client satisfaction and NPS performance

  • Compliance and audit readiness
