The Northrop Grumman Mission Systems sector’s Global Supply Chain organization is seeking an experienced Subcontract Specialist with Subject Matter Expertise in Commercial Determinations to support the Multidomain Sensing, Targeting and Survivability (MSTS) Division’s Procurement and Subcontracts team. The Staff Subcontract Specialist will be a utility player that can be plugged-and-pulled across different projects within the division and will report to the Division Manager of Procurement and Subcontracts. This position is open to fully remote/telework.

 

Role Overview

 

The MSTS Division’s Staff Supply Chain Subcontract Specialist will:

  • Be a division-wide resource as a subject matter expert (SME) for Commercial Determinations (CDs), GSC procurement tools, and special training topics

  • Provide surge support across the division to source and procure complex, specialized goods and services for U.S. Government and Commercial programs

  • Own contractual management for suppliers and serve as the primary point of contact on contractual matters

  • Lead cross‑functional teams to drive compliance, supplier performance, risk management, and continuous improvement

  • Have experience leading teams as this individual may also be required to lead specialized groups for the purpose of achieving specific organizational goals

  • Empower the division team by enhancing operational efficiency through GSC systems, tools, and enterprise/sector standards, fostering problem-solving and collaboration

  • Review subcontract/PO packages with experience as a senior worker at PACE level reviews

  • Have an ability to manage competing priorities and stakeholders with a collaborative, commitment‑driven approach

  • Have proven experience supporting daily leadership, training, and professional development of team members

Essential Functions

  •  

    Supplier Performance Management

    • Assess and regularly communicate performance feedback to supplier leadership
       - Manage supplier performance throughout the subcontracting lifecycle
       - Identify cost‑reduction, efficiency, and risk‑mitigation opportunities through strategic negotiations

  • Compliance & Governance

    • Subject Matter Expert (SME) in commercial item determinations

    • Ensure adherence to FAR, DFARS, Public Law requirements, and company policies

    • Create training materials and mentor team members on compliance and best practices

  • Leadership & Development

    • Provide day‑to‑day leadership, training, and professional development for team members

    • Foster an inclusive environment that attracts, retains, and inspires a diverse, geographically dispersed team

    • Maintain excellent time management skills and the ability to set the appropriate priorities to the many tasks that will be required to be performed

  • Risk & Opportunity Management

    • Contribute to program risk assessments and opportunity identification

    • Develop and maintain strong relationships with suppliers, customers, and internal stakeholders

  • Contractual Expertise

    • Lead negotiations, draft contracts and special agreements, and manage subcontract awards and close‑outs

    • Produce and evaluate RFPs, Statements of Work, technical/quality specs, deliverables lists, performance assessments, and compliance metrics

  • Tools & Systems

    • Utilize SAP/S4, Oasis, Ariba, SharePoint, Windows 11, MS Office Suite, Excel, PowerBI, Tableau, SCOUT, Elevate, and others.

Basic Qualifications

  • Bachelor’s Degree with a minimum of 12 years' experience in Subcontract Administration, Purchasing, Contracts, or Business Management/Development with a minimum of 5 years’ experience in a Subcontracts or Purchasing role in the defense industry; OR Master’s Degree with a minimum of 10 years' experience in Subcontract Administration, Purchasing, Contracts, or Business Management/Development with a minimum of 5 years’ experience in a Subcontracts or Purchasing role in the defense industry; OR at least 16 years' experience in Subcontract Administration, Purchasing, Contracts, or Business Management/Development with a minimum of 5 years’ experience in a Subcontracts or Purchasing role in the defense industry in lieu of a Bachelor’s degree.   

  • Experience in processing commercial determinations (CDs) and training others in CD compliance

  • Experience placing purchase orders in SAP

  • A minimum of 5 years experience as a team lead or in a people leadership role

  • U.S. Citizenship

Preferred Qualifications

  • Master’s degree in Business, Supply Chain Management, or STEM

  • Experience evaluating customer RFPs and supporting the development and delivery of large, competitive and sole source proposals to our customers

  • Experience with complex, sole source and competitive subcontracts for both U.S. Government and commercial programs, including special payment provisions (e.g., progress or performance‑based payments)

  • Experience conducting market research to identify potential suppliers and assess their capabilities, capacity, and reliability

  • Experience leading supplier RFP development, supplier bid/proposal evaluation, and supplier agreement preparation

  • Experience using different price analysis techniques to determine fair and reasonableness of supplier bids/proposals

  • Experience managing the full proactive beginning to the closeout phase of the subcontract lifecycle for suppliers, including proposal support, source selection, negotiation, award, administration, and closeout

  • Experience negotiating subcontract provisions, writing compliant award documents, and supporting compliance audits

  • Experience working with DCMA and/or DCAA

  • Prior audit experience in subcontract administration

Primary Level Salary Range: $133,000.00 - $199,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
