Job Summary: The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6). The position serves as an assistant / executive secretary to the Executive Director.

Major Duties:

  • Duties include but are not limited to the following: The incumbent performs administrative duties involved in the management of the Executive Leadership Office. The incumbent serves as a Staffing Assistant to the Executive Director and the office of the Executive Leadership Team. Ensures that the practices and procedures used by administrative staff in subordinate offices are consistent with those of the Executive Director's office. Performs administrative work, develops routine plans, schedules, coordinates and manages the flow of information, of the office; processes, tracks and reviews all assigned correspondence(s) upon entering and leaving the Director's office; for accuracy and completeness. Independently establishes priorities, setting up, rearranging, and coordinating meetings with staff offices. Provides complex scheduling and coordination, in collaboration with other administrative staff, of appointments, meetings, and conference scheduling. Assists with data collection, evaluation, and reporting efforts directed by the Executive Staff, and regional conference calls for the Executive Director and other high-level staff. Oversees/shares responsibility for maintaining a suspense tracking system that assigns actions to services and staff for needed responses to the Network, VA Central Office, Congressional inquiries, and other interested stakeholders/parties. Monitors progress and tracks timeliness of responses. Incumbent exercises outstanding customer service by providing a high level of communication throughout the Executive Director's office, Health Care System, and to all external customers. Serves as a timekeeper to maintain time cards and personnel records for assigned staff and necessary performance records. Serves as the designated Records Liaison for the Executive Director's Office. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of methods to identify trends and causation factors sufficient to analyze prepared data and gather information to inform and advise management; Ability to organize, prioritize, and monitor actions to ensure timeliness; Ability to work independently, to set priorities and meet multiple deadlines; Analyze organizational problems and develop and implement effective solutions to optimize quality, efficiency, performance, and productivity.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education in excess of the amount required for the next lower grade level 1 full year of graduate level education or superior academic achievement may be used..
