The Head of Global Liquidity Management (GLM) for State Street Bank International GmbH (SSBI) is responsible for the end‑to‑end liquidity and funding risk management of the legal entity, ensuring ongoing resilience, regulatory compliance, and strong alignment with Group GLM strategy. The role provides senior leadership across liquidity metrics, intraday liquidity, stress testing, funding plans, and regulatory engagement, while acting as SSBI’s primary coordination point with Corporate GLM and other Group stakeholders.
The role carries material accountability for liquidity risk outcomes and provides authoritative leadership across First Line of Defense (FLOD) activities in close partnership with Risk (SLOD), Finance, Operations, Technology, and Corporate Treasury functions.
Responsibilities:
Entity‑level Liquidity & Funding Management
- Own and manage SSBI’s liquidity and funding position across all horizons, including intraday, short‑term, and structural liquidity
- Oversee liquidity metrics, forecasting, and limit management, ensuring accuracy, timeliness, and escalation where required
- Ensure robust linkage between business activities, balance sheet strategy, and liquidity risk outcomes
Stress Testing, ILAAP & Recovery / Resolution
- Partnering with Corporate GLM act as FLOD lead for liquidity stress testing, including methodology design, scenario development, execution, and interpretation of results
- Ensure strong integration of liquidity stress testing outputs into the ILAAP, Internal Funding Plan (IFP), Contingency Funding Plan (CFP), and Recovery & Resolution Planning (RRP)
- Own SSBI’s Internal Funding Plan and Contingency Funding Plan, including annual updates, governance approvals, and regulatory submissions
Collateral & Balance Sheet Control
- Maintain ownership of SSBI’s ICOT (Collateral in Control of Treasury) process, ensuring effective collateral mobilization, monitoring, and governance
- Partner with Operations and Corporate Treasury to ensure alignment between collateral strategy, liquidity buffers, and stress assumptions
Governance, Leadership & Stakeholder Management
- Provide senior‑level leadership within SSBI GLM, setting clear direction, priorities, and accountability
- Represent SSBI in liquidity‑related governance forums, including ALCO, MRAC, EMB, and other senior committees
- Act as SSBI’s primary liaison with Corporate GLM, ensuring alignment with Group liquidity frameworks, methodologies, and strategic objectives
- Coordinate closely with Risk Management (SLOD), Corporate Audit, Finance, Technology, and Operations to ensure strong control environment and audit‑defensible outcomes
Regulatory Engagement
- Serve as the senior FLOD contact for liquidity‑related supervisory engagement, including ECB/JST interactions
- Lead preparation of regulatory materials, responses, remediation actions, and ongoing supervisory reporting related to liquidity and intraday risk management
Leadership & Behavioral Expectations
- Demonstrate strong enterprise leadership, balancing SSBI legal‑entity accountability with Group perspective
- Provide clear, confident challenge and decision‑making in senior forums
- Foster a collaborative culture across local and global teams, enabling effective coordination with Corporate GLM and other entities
- Promote high standards of governance, transparency, and risk ownership
Requirements and Qualifications:
- Deep expertise in bank liquidity and funding risk management, including intraday liquidity, stress testing, and regulatory frameworks
- Strong understanding of European banking regulation and ECB supervisory expectations
- Proven experience leading complex activities across multiple stakeholders in a matrixed environment including direct and rec
- Demonstrated ability to operate effectively at senior management and Board‑level forums
- Excellent analytical, communication, and influencing skills
- High level of integrity, judgement, and professional credibility
- Master’s degree (or equivalent) in Finance, Economics, or a related discipline
- 10+ years of experience in banking, treasury, or liquidity risk management
