The Energy Management System (EMS) OT Data Analyst/Engineer is responsible for understanding, supporting, securing, and optimizing the Energy Management System (EMS) Operational Technology (OT) network data layers. This role combines expertise in OT networking, cybersecurity, and utility Data Acquisition protocols to include Inter Control Center Protocol (ICCP) and DNP3 (Distributed Network Protocol) to ensure reliable, secure, and resilient data flows to PJM's EMS.

Essential Functions:

  • Maintain and support EMS OT network infrastructure alongside corporate ITS networks to understand traffic flows, diagnose congestion and resolve traffic inefficiencies or latency.

  • Ownership and review of PJM’s EMS OT firewall configurations, ensuring secure rule sets aligned with cybersecurity standards and operational requirements and needs.

  • Monitor and where appropriate support troubleshooting of SCADA communications to and from the PJM EMS for all data acquisition protocols, including ICCP (TASE.2), DNP3, Modbus, and other utility-specific protocols.

  • Support the investigation and resolution of data integrity, availability, and performance of telemetry and real-time operational data feeds.

  • Perform firewall rule analysis and access control reviews to minimize overly broad permissions and reduce cyber risk.

  • Perform Annual Firewall Reviews of EMS rules, ports and services necessary for security hygiene.

  • Support incident response activities within the OT environment and coordinate with cybersecurity and IT teams.

  • Ensure compliance with all NERC CIP regulatory requirements.

  • Document network architecture, data flows, and protocol configurations to maintain accurate system diagrams and audit readiness.

  • Identify gaps in OT Network monitoring capabilities and where necessary, create OT Network performance statistics for health and improvement planning.

  • Participate in system upgrades, patch management, and lifecycle planning for EMS and SCADA-related infrastructure.


Characteristics & Qualifications:


Required:

  • Bachelor’s Degree in Computer Engineering; Computer Science; Networking, Firewall Management, or equivalent work experience

  • Strong understanding of OT networking concepts (layer 2/3 design, VLANs, routing, segmentation).

  • Experience with industrial firewall platforms and secure architecture design.

  • Working knowledge of SCADA data acquisition protocols such as ICCP (TASE.2), DNP3, and Modbus

  • Familiarity with EMS systems and real-time control center operations

  • Understanding cybersecurity principles within industrial control systems

  • Strong analytical and troubleshooting skills

  • Ability to collaborate across operations, engineering, and IT cybersecurity teams.

  • Ability to produce high-quality work products with attention to detail

  • Experience in quantitative and qualitative analysis

  • Ability to use mathematical and electrical theory

  • Ability to troubleshoot and provide technical support

  • Ability to use mathematical and electrical theory


Preferred:

  • Experience in electric utility or energy sector operations

  • Knowledge of NERC CIP standards

  • Relevant certifications (e.g., CCNA/CCNP, GCED, GICSP, or equivalent)

  • Experience with PJM operations, markets, and planning functions

  • Experience using PSS/e (power system analysis program)
