The Opportunity

Welding & NDE, part of Safety & Technical Services (STS) Pipeline Integrity – Engineering Services, is seeking a highly skilled Senior Welding Engineer to support projects across the United States and Mexico. This role is stationed in Houston, Texas, and plays a critical part in ensuring the quality, safety, and reliability of TC Energy’s pipeline and energy infrastructure.

In this position, you will serve as a technical authority in welding engineering, supporting the design, construction, inspection, and maintenance of pipeline and energy assets. You will help shape and steward TC Energy’s Project Quality Management programs through expert procedure development, problem solving, audits, and continuous improvement initiatives.

What You’ll Do

Technical Leadership & Expertise

  • Review and approve contractor welding procedures, engineering designs, and fabrication drawings for alignment with industry codes, TC Energy standards, and best construction practices.
  • Develop, interpret, and maintain TC Energy’s welding-related technical specifications. Collaborate with cross-functional groups to ensure technical alignment on welding matters.
  • Provide expert technical input and on-the-ground support to field inspection personnel for construction and maintenance projects.

Quality Management & Compliance

  • Support and enhance project quality management processes related to welding, including evaluating new company procedures for project adoption.
  • Lead or participate in internal audits and support project teams during regulatory audits.
  • Identify and document quality issues, quantify the cost of poor quality, and implement corrective and preventive actions.

Stakeholder Engagement & Collaboration

  • Serve as a technical mentor through training, coaching, and stewardship of the company’s Welding Program.
  • Partner closely with internal teams to ensure timely review and resolution of documentation or issues requiring QA involvement.
  • Contribute to broader department and companywide initiatives, including the evaluation and deployment of new technologies across the U.S. Natural Gas business unit.

Strategic Thinking & Decision Making

  • Apply strong leadership, communication, and collaborative skills to engage stakeholders across the organization.
  • Utilize lifecycle cost analysis to identify opportunities and risk mitigation strategies in coordination with SMEs, Project Engineers, and other technical leaders.

Minimum Qualifications

  • Bachelor’s degree in Welding, Materials, or Mechanical Engineering, plus 7+ years of relevant technical experience.
  • Deep knowledge of welding processes and the ability to interpret construction drawings and weld symbols.
  • Strong ability to tactfully negotiate and influence peers and leadership.
  • Familiarity with applicable codes, standards, and regulations including 49 CFR Parts 192, ASME B31.8, API 1104, AWS D1.1, ASME BPVC Section VIII & IX.
  • Demonstrated ability to solve complex technical problems across multiple disciplines.
  • Excellent planning, analytical, and decision‑making abilities.
  • Ability to travel up to 20% to company locations for assignments, meetings, and training.

Preferred Qualifications

  • Certified Welding Inspector (CWI).
  • Bachelor’s degree in Welding Engineering or related field with 15+ years of technical experience.
  • Advanced knowledge of API STD 1104, including Appendix B.
  • Familiarity with Engineering Critical Assessment methods (API 1104 Appendix A or equivalent).
  • Expert-level understanding of regulatory frameworks (49 CFR Part 192, ASME B31.8, ASME B31.3).
  • Ability to travel to Canada and potentially Mexico for meetings.
