Job Description
The Senior Parks Employee Support Services Analyst provides advanced human resources activities supporting wage and salary administration, employee relations, staffing, training, test validation, and resource planning to ensure effective and consistent human resources management.
Essential Functions
1 Clarifies, interprets, and communicates city-wide policies, procedures, and regulations for department directors, managers, and supervisors; explains policies to employees and partners with customer departments to assist in evaluating, developing and implementing operating policies and procedural improvements.
2 Posts and advertises jobs for external and internal promotion or recruitment of classified and unclassified positions; screen and evaluate applications for a wide range of classifications.
3 Serves as an adviser, first responder and mediator to resolve sensitive employee relations issues; advises and coordinates disciplinary actions, grievances, appeals, and personnel rules and mediates workplace disputes. including conducting/coordinating internal investigations to ensure consistent personnel management across city departments.
4 Performs wage and salary administration; analyzes and evaluates jobs, resolves FLSA issues, conducts salary surveys, and performs other compensation related practices to ensure equity and legal compliance.
5 Provides complex sensitive human resource analysis and program development involving compensation and classification issues, personnel resource planning, succession planning, attrition analysis, and organizational structure review.
6 Develops recruitment and hiring strategies in conjunction with customer department; initiates recruitment and develops screening criteria; participates in ranking and screening of applications; assists in the development of interview process including assessment strategies in making selection decisions.
7 Provides test construction and validation activities for personnel selection instruments including assessment center approaches to ensure effective personnel selection; ensures classified departments adhere to Civil Service rules.
8 Assess departmental training needs; coordinates, conducts, and evaluates training programs including advanced training for mid-managers, career development programs, safety issues and other courses to ensure effective employee training.
9 Ensures compliance with federal and state regulations by staying abreast of trends, techniques, current developments in Human Resource and pending rules and regulations; develops and writes reports and documents.
10 Acts as liaison in city departments with an assigned team within Human Resources Department to ensure effective handling of issues related to employee relations, employee development, promotions, employee selection, compensation and classification and other personnel actions.
11 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of Human Resources methods, practices, and procedures.
2 Knowledge of employee relations, training, wage and salary administration, test validation, personnel selection, staffing, and safety.
3 Knowledge of recruitment, interviewing, hiring, payroll, and general personnel management.
4 Knowledge of testing procedures and related security practices.
5 Knowledge of City policies and procedures.
6 Knowledge of Civil Service Code and practices.
7 Ability to provide training and support classroom actions.
8 Ability to support human resources and personnel actions.
9 Ability to keep and maintain accurate records and files.
10 Ability to administer testing and hiring processes.
11 Communicating effectively both verbally and in writing.
12 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS
EDUCATION:
Bachelor’s degree in a human resources, business/public administration, or social science field.
EXPERIENCE
Five (5) years of professional level experience in one (1) or more of the following human resources areas: recruitment/selection; job analysis; job classification development; employee development; education/employment test validation/development.
EQUIVALENCIES:
High school diploma or GED plus nine (9) years of the required experience will meet the education and experience requirements.
Associate degree in any field plus seven (7) years of the required experience will meet the education and experience requirements.
Bachelor’s degree or higher in a non-specified field plus seven (7) years of the required experience will meet the education and experience requirements.
Master’s degree or higher in a specified field plus three (3) year of the required experience will meet the education and experience requirements.
LICENSE and/or CERTIFICATION:
Valid driver's license and good driving record
Salary Range
