Sr. Manager - Associate Director – LRL Research Operations

Main Purpose and Objectives of Position:

  • Provide onsite LRL Site Operations leadership to ensure effective running of LAL site and oversight of activities performed by contractors (e.g. facilities management, lab services, soft services, security, HSE).

  • Ensuring efficient and effective site and lab operations support and services are in place at LAL site to enable Lilly scientists and engineers to advance bold innovation and to work in a safe and secure environment.
  • Accountable LAL site compliance to Lilly policies and Chinese/local regulations for site and lab operations and HSE.  Provide updates and escalation to Operations, HSE, and LAL Leadership on lab performance and safety issues.
  • Collaborate with Lilly HSE on safety management program at LAL site and ensure site staff are in compliance to HSE and safety training, regulations and policies.
  • Oversee creation of Business Continuity Plans and Emergency Response plans.  Ensure Emergency Coordinators and Fire Marshals are performing duties.
  • Act as primary contact for external government agencies and authorities for lab inquires and permits (i.e. local contact for EIA, fire, etc).
  • Provide as required LRL Site Operations support to LGL Shanghai and Beijing sites, including stakeholder engagement with external licensees and supporting their unique operational and regulatory needs. Ensure compliance of LGL sites to required standards for operations and HSE.

Key Responsibilities: 

  • Provide onsite LRL Site Operations leadership to ensure effective running of LAL site.
  • Provide leadership for the Site Operations program supporting the office and laboratory-based business areas, including supervising vendor/supplier programs and staff for Facilities Management, Lab Services, Soft Services, and HSE.
  • Provide onsite operations support to LGL Shanghai and Beijing, on behalf of LRL Operations management and Lilly HSE as required.
  • Deliver and manage a safe, secure, effective, and compliant working environment for the functions residing at LAL.
  • Implement, and sustain a strong management control system through the use of quality procedures (SOP), processes (Workflow) and metrics (Data).
  • Focus on excellence in site operations and build a culture based on teamwork that creates a work environment exemplifying Lilly value.
  • Accountable for LAL Shanghai site compliance to Lilly and Chinese policies, procedures, and regulations for lab operations and HSE.
  • Hold site level permits and certificates for lab operations and HSE including but not limited to Hazardous Chemical, Occupational Health, Equipment Safety, and Biosafety.
  • Implement and oversee Lilly corporate policies and practices at site.
  • Identify and recommend solutions to achieve Lab Operations program goals, highlighting resource gaps or other constraints.
  • Lead efforts to establish laboratory support service requirements in partnership with stakeholders. Implement, oversee, and continuously improve laboratory service programs to enable the scientists to work productively.
  • Oversee laboratory setup, redesigns, and furniture and equipment moves.
  • Act as primary contact for external government agencies for lab compliance and permitting matters. 
  • Single point of contact for internal/external auditors across numerous modalities (e.g. CAS)
  • Oversee installation of laboratory equipment, ensuring all equipment requirements, including lab utilities and any safety requirements are met.  Overseen lab asset management program at site.
  • Work with onsite facilities management partners to ensure facility maintenance and changes are planned and executed to meet laboratory needs with minimal disruption.
  • Identify risks (IT, HSE, Compliance, Protect Lilly, etc.) associated with lab operations and establish mitigation strategies for those risks, elevating to line manager, Lilly HSE, or LAL leadership, as needed.
  • Develop and manage a Laboratory Operations budget.
  • Independently interact with cross-functional groups and/or senior leadership to strategically manage Business Continuity Planning (BCP) and risk mitigation plans for LAL general MEP and Lab Operations.  Create, test, and perform periodic review of BCP.
  • Build effective working relationships and maintain contracts for key service providers and vendors that support LAL.
  • Ensure effective and efficient programs are implemented to maintain all laboratory equipment.
  • Partner with LRL HSE and local HSE vendor to ensure LAL Lab Operations programs incorporates all applicable HSE aspects and safety requirements (e.g., contractor safety, change management). Provide daily oversight of local HSE vendor in conjunction with LRL HSE US based team.  Ensure HSE compliance with local HSE vendor within LAL and LGL labs.
  • Manage the onsite materials management activities and logistics (includes laboratory consumables, cold storage, time-temperature sensitive sample shipping, special equipment as autoclaves, etc.)
  • Oversight of activities of chemical movement, chemical and waste tracking, biological agents tracking for BSL-2 lab, lab consumable stocking, waste removal, shipping.

Educational Requirements:

  •  Bachelor’s degree in science, operations, or business required. Master’s degree (preferred)

Experience Requirements:

  • +8 years relevant work experience in a R&D laboratory environment
  • Experience working within a complex function, or across multiple functions, to provide technical, business, or facility support
  • High learning agility and demonstrated ability to learn high-level concepts outside formal education as they impact laboratory management and operations, e.g., laboratory related HSE, IT, facility management
  • Experience in lab management (including BSL-2 enviroment), HSE, and building facilities.  Experience leading and coordinating laboratory expansions and relocations, laboratory design and redesign, and space management.
  • Understands and can effectively navigate the key interfaces between laboratories and other site infrastructure operations (facilities, HSE, IT)
  • Background in asset management and information technologies
  • Excellent influence skills, including the ability to influence team members and a wide range of internal/external stakeholders without direct personal authority.
  • Independent and self-motivated with ability to clearly understand business area objectives and execute projects based on priority and key importance to overall business
  • Good interpersonal skills and ability to work well in a team environment
  • Superior organizational skills and attention to detail
  • Demonstrated excellent written and verbal communication skills
  • Experience managing and supervising people. Supervisory experience required
