Job Description

Key Responsibilities 

  • Works with business and technical stakeholders to elicit and analyze business requirements for medium- to large-sized, complex projects, including acceptance criteria, business rules, detailed requirements, user stories, model use cases, as-is and to-be business processes, impact analysis, risk analysis (including assessing impacts), and the development of mitigation and contingency plans
  • Analyzes requirements and other artifacts and leads requirements verification sessions with the project team and stakeholders to ensure that the project requirements documentation and other artifacts are complete, consistent, concise, feasible, verifiable, and conform to standards.
  • Designs and develops technical solutions based on existing technologies.
  • Works with business stakeholders to create, document, and execute test scenarios and cases.
  • Plans and oversees the user acceptance testing process, including developing the test strategy, defining test environment requirements, and executing integrated end-to-end and parallel testing as needed.
  • Performs independent testing to validate business requirements.
  • Prior to the initiation of a project, works with the sponsor, business lead, and technical lead to elicit, analyze, refine, and document the business case for medium- to large-size and complexity initiatives, including the vision, purpose, and business goals; definition of done; high-level features; business and system impact analysis; risk analysis; cost/benefit analysis; and return on investment
  • Oversees, manages and leads Business Process Excellence (BPE) projects of medium complexity, using Lean Six Sigma and BPE tools, techniques and standards to improve process efficiency and effectiveness while managing risks.
  • Incorporates the BPE process into the Project Life Cycle (PLC) of projects being managed.
  • Position is eligible for NRECA’s hybrid schedule which allows flexibility to work from home up to 2 days per/week.

Qualifications

Required Qualifications and Skills  

  • Bachelor's degree in Business Administration, Computer Science, Management Information Systems, or a related discipline; or equivalent relevant work experience; e.g., each year of work experience may be substituted for each year of required education. Preferred education focuses on technology and business subjects.
  • 5 years of business analysis experience (preferably in insurance, financial services, employee benefits administration, or a related field).
  • 5+ years of experience with the Project Management Institute (PMI) Project Lifecycle (PLC) (or a similar lifecycle) and related processes. Experience with methodologies such as Waterfall, Lean, Lean Six Sigma, or Agile (e.g., SCRUM, Kanban, Scaled Agile Framework (SAFe)) in a business and technology environment.
  • Intermediate experience with the following: Microsoft Visio (or a similar diagramming tool), JIRA (or a similar tracking tool), and WebEx (or a similar application-sharing tool). Experience using SQL in MS SQL Server (or comparable Relational Database Management Systems (RDBMS)).
  • Certifications:   PMI Professional in Business Analysis (PMI-PBA); International Institute of Business Analytics (IIBA) - Certified Business Analysis Professional (CBAP); Axelos – ITIL Foundation Certification (IT Infrastructure Library); International Requirements Engineering Board (IREB) Certified Professional for Requirements Engineering (CPRE) Advanced Level; or Lean Six Sigma Green Belt or equivalent certification from professional organizations such as IIBA or PMI required.

Preferred Qualifications

  • Preferred education focus on technology and business subjects.
  • Certified Employee Benefit Specialist (CEBS) preferred.

Essential Physical Requirements:

  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.
  • Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
