Naval Radars is seeking a highly motivated Program Manager for the SPY-6 Design Agent (DA).  This position reports to the overall DA Program Director and leads the engineering services effort for the SPY-6 (V)2/(V)3 Enterprise Air Surveillance Radar (EASR) variant within the SPY-6 Family of Radars (FoR.)  The person selected for this role will have responsibility for land & ship-based testing; infrastructure integration; radar & combat system integration; engineering design activities; obsolescence management; and software & hardware production support.  This is a large and dynamic program, with over 70 cross-functional employees spanning multiple Raytheon locations and Government land-based test facilities.

The selected candidate will also help set program strategy, vision, and tactical direction for program execution, ensuring that contractual commitments and company expectations are met.  The Emerging Capabilities PM will also direct risk reduction and support of all delivered platforms throughout deployment and operation of the radars across multiple ship platforms and various government test sites.  

**This position will be based at either the Marlborough or Tewksbury, MA site.

Will You Will Do:

  • Leadership of DA effort, which includes radar design integrity/systems integration, engineering design activities, obsolescence management, software development, combat system and shipboard integration, land-based and at sea events, special test support and post-event studies.
  • Interfaces with customer on status and performance and anticipates and fulfills customer needs, in accordance with the contract, to ensure their satisfaction and continued business.
  • Develops regular cadence of meetings with the Navy Customer and presents program updates, milestones, risks and opportunities 
  • Supports requested Program and Corporate Program Management Excellence reviews and drives all required actions to closure
  • Provides leadership to large multi-functional teams and key partners with the ability to balance and direct multiple priorities for the successful execution of all emerging capabilities engineering effort
  • Evaluates situations and confidently make key decisions quickly, based on available data while assessing risk positions
  • Monitor adherence to budgets, meet company financials and objectives including AOP bookings.
  • Establishes and maintains key program metrics, defines program milestones/critical path/tactical direction and monitor adherence to program budgets and schedules ensuring program meets customer’s needs, schedule and financials as defined within the contract.
  • Identifies, actively manages, and escalates the program risks and opportunities, in accordance with specific financial goals and obligations.
  • Support the SPY-6 Design Agent Program Director in the development of the program Annual Operating Plan (AOP) and long-term financial outlook and commits the program to specific financial goals and obligations in accordance with the program Annual Operating Plan (AOP)
  • Leverage all available resources to execute to contract
  • Influence others outside of own job area and senior leadership.
  • Abilit to travel domestically up to 10%-25%

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and a minimum of 12 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 10 years’ experience
  • Prior experience executing and/or proposing contract work and deliverables under an engineering services level of effort or task order contract structure
  • Prior experience leading teams through one or more of the following program phases: Design/Development, IV&V, and Transition to Production
  • Prior leadership/management experience
  • Prior experience leading geographically located teams

Qualifications We Prefer:

  • Proposal capture experience
  • Master’s Degree from an accredited university
  • Raytheon PM Certification Level 3 (or equivalent) or ability to obtain within a year
  • Experience managing and overseeing program management tools such as Risk and Opportunity Management, Cost and Schedule Management, and Earned Value Management
  • Prior Program Management experience managing complex software development efforts
  • Demonstrated knowledge of International Traffic and Arms (ITAR) regulations, Export Import (EXIM)  and licensing requirements
  • Experience in staffing contracts or task orders to assure staffing lines up with funding and customer
  • Demonstrated experience in leading a program with over $50 million in annual sales
  • Exceptional communication, writing and presentation skills with experience presenting to the internal Raytheon leadership, customers, partners, and/or subcontractors
  • Experience working with the Navy customer
  • Knowledge of Defense Acquisition Management

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels.
