The primary purpose of this position is to assist the Fitness Center Director and Operations Manager in the planning, managing, and administering a comprehensive year round Wing sports program The sports program activities involves, at a minimum, basketball, football, flag football, and softball, self-directed sports, incentive programs, and special events.

Major Duties:

  • Responsible for the development, implementation, and promotion of intramural sports, self-directed sports, incentive programs, and special events for the 70th ISR Wing. Accountable for fitness facility inspections, equipment, and supplies inventory. Assists Director in developing, implementing, monitoring, and documenting a comprehensive training program to ensure all staff members possesses the necessary skills and knowledge for their position. Provides recreational related customer service and technical guidance to eligible customers.

Qualifications: This is a GG-07 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-07 duties for the "Technician/Administrative Support" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions and Individual Occupational Requirement for sports specialist series, 0030. ***Salary Ranges includes local market supplement*** Undergraduate and Graduate Education: Major study -- physical education. OR General Experience (for GS-5 positions): Experience that provided a knowledge of the physical and psychological factors in individual and team sports, and the nature, purposes, and organization of recreational or competitive individual and team sports. Examples of qualifying general experience include: Physical education specialist. Athletic director, administrator, or coach in an educational, community, or industrial sports program. Umpire, official, or manager of individual or team sports competitions. Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to: Plan, supervise, administer, or carry out a sports program that includes a variety of individual and team sports; and Guide participants in developing the skills needed for participation in sports activities and to teach the techniques of various sports. Examples of qualifying specialized experience include: Managing or administering a sports program in a community, industrial activity, or secondary school or college. Planning, teaching, or evaluating a physical education curriculum for secondary or higher academic levels. Managing, umpiring, or officiating at amateur or professional athletic events, competitions, or games. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes: knowledge (acquired through a pertinent baccalaureate educational program or equivalent in experience, training) of basic principles, concepts, and methods of an athletic sports program. Knowledge of the activities and services involved in a typical Intramural Sports program and of the practices and procedures of sound natural resources management and utilization. This knowledge enables the employee to develop and conduct a sports program that not only supports and meets the basic program requirements, but that provides a range of enhanced program activities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the range of sports activities and services, participant interests and needs, and sports program principles, concepts, and processes necessary to plan and conduct a variety of sports program activities in order to execute the mission and function of Air Force Fitness Programs. 2. Knowledge of the physical and psychological factors in individual and team sports as well as the nature, purpose, and organization of recreational and competitive individual and team sports activities. 3. Knowledge of program and facilities management, safety, fire, and environmental regulations, practices, and procedures. 4. Skill in effectively managing the financial and equipment resources provided for the sports program area to include estimating and tracking budgetary requirements; issuing and tracking use of equipment; controlling inventory; monitoring cleaning of facilities; and performing preventative, quarterly, and emergency maintenance and repair of sports equipment. 5. Skill and ability to communicate effectively both orally and in writing in order to establish and maintain effective working relationships; conduct trainings for staff, contractors, intermural coaches, and patrons; promote and report on the program; resolve problems; and answer questions relating to the program. 6. Ability to interpret and apply DOD, Agency, Air Force, Command and local policies/directives to develop and implement sports activities, assess program performance, maintain quality of sports activities, and ensure fulfillment of Fitness Center mission. CONDTIONS OF EMPLOYMENT CONT.: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Must meet and maintain applicable eligibility criteria and mandatory trainings/certifications IAW AFI 34-266, Air Force Fitness and Sports Programs. A college degree in physical education, exercise science, exercise physiology, kinesiology, health education, or a related field is highly desirable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
