Job Description Summary
This position performs a variety of data analytics, technical research, and compliance reporting for the College. This position serves as a College point of data collection and reporting for federally mandated data submissions, Wisconsin Technical College System (WTCS) State Reporting Systems, large-scale research projects, program evaluation, and grant evaluation. Coordinates with FVTC staff and external agencies to plan, organize, implement, and monitor mandatory State and Federal reporting processes and regulations. The position problem solves issues, implements solutions, and monitors results to ensure alignment between FVTC and other data systems as well as accurate and timely data submission. This is a hybrid position that supports both in-person and remote work.
Job Description
Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily to be qualified for the position. Other duties may be required and assigned.
- Conduct and organize the operational components of state, community, college-wide and division/unit surveys, research studies, and reporting to include, the Graduate Follow-up, Student and Employer Satisfaction, program accreditation and national surveys to include, Integrated Postsecondary Education Data System (IPEDS), Peterson’s, Higher Learning Commission (HLC), National Community College Benchmark Project (NCCBP), WTCS Client Reporting, and others.
- Provide advanced research-related technical assistance for information requests to extract data elements in support of FVTC grants, marketing/recruitment efforts, program performance, College planning and ongoing College Performance Monitoring.
- Serve as data specialist for College grants to design and deploy data collection systems in collaboration with other College departments and extract data for required periodic reporting and evaluation.
- Assist with systems maintenance and upgrade processes for assigned systems and related resources. Initiate IT work orders, submit change requests for the FVTC public website, and make updates to Department SharePoint sites.
- Administer survey processes including the design and layout of questionnaires/survey instruments, sample selection, mailings/distribution, produce and prepare data output, and summary reporting. Create and monitor survey-related data collection and data management processes with continuous analysis of data integrity (reliability, validity and adequate sample/response volume).
- Conduct survey research utilizing multiple data collection mediums.
- Initiate, coordinate, process and monitor State Reporting submissions for FVTC.
- Serve as FVTC liaison for State Reporting to ensure alignment with reporting requirements.
- Collaborate with College departments to ensure FVTC data/reporting is accurate, consistent, and submitted in accordance with state requirements. Recommend updates to data collection procedures as necessary.
- Provide expertise and technical assistance in analyzing and resolving issues specific to State Reporting and FVTC information systems, maintaining the integrity of each system. Coordinate with departments and IT to make needed changes.
- Develop and maintain FVTC documentation that supports State Reporting.
Non-Essential Functions and Responsibilities
- Provide expertise in continuous improvement efforts through systems and process enhancements.
- Work on special projects and perform other related duties as assigned by department management.
- Provide back up for other staff in College Effectiveness.
Minimum Qualifications
Education and/or Experience Requirements:
- Associate Degree in related area such as Information Technology or Business, AND
- Three years of data reporting experience
Licenses, Certifications, and Other Requirements:
- Working knowledge of research methods.
- Understanding of and experience with data warehousing and business intelligence.
- Advanced experience in Microsoft SQL Server environments and Windows operating systems.
- Proficiency in writing Structured Query Language (SQL) and developing complex formulas.
- Advanced skill in MS Office Suite, especially Microsoft Excel and Microsoft Access.

Work Environment
- Work will be completed in a hybrid environment, both in person and virtually.
Work environment may change based upon college needs.
Physical Requirements
- Sitting: This role requires extended periods of sitting while performing tasks and utilizing computer systems.
- Mobility: While much of the work is desk-based, occasional mobility may be necessary for attending meetings, office tours, or events within the workplace.
- Lifting and Carrying: The role requires occasional/continuous lifting and carrying of light to moderate items (include weight estimate). No more than 10 pounds
- Fine Motor Skills: Needs fine motor skills for use of technology.
- Repetitive Motions: Capacity to perform repetitive motions, such as typing, without discomfort or injury.
- Communication: Clear verbal and written communication skills are essential for interacting with employees, candidates, and stakeholders, both in-person and through electronic means.

Additional Information
Starting Range: $24.53 - $28.86 per hour
Pay is based on a multitude of factors, including experience, qualifications, education, relevant certifications, internal equity, and market data.
Note: Internal applicants' wage will be based upon the applicable compensation guidelines.
